The Urban Agriculture Cost-Share Grant Program, administered by the Missouri Department of Agriculture’s Ag Business Development Division, supports the growth and development of small agribusinesses in designated urban areas of Missouri. The program aims to promote urban agriculture by funding projects that develop infrastructure, improve direct distribution channels, provide training, and enhance the sustainability of urban agribusinesses. Projects that demonstrate measurable economic growth and support local food systems are prioritized.
Eligible applicants include individuals, businesses, groups of individuals, and organizations involved in agriculture. To qualify, projects must be based in one of the Missouri urban areas identified using 2020 U.S. Census designations. Accepted projects include business plan development, feasibility studies, marketing strategies, community gardens, and other urban agriculture-focused infrastructure like greenhouses, community kitchens, and hydroponics systems.
Grants reimburse up to 75% of total project costs, with a maximum award of $10,000. Examples show that applicants with total expenditures of $13,334 or more would receive the full $10,000 reimbursement. Expenses must occur between the award date and March 31, 2026, and only eligible items—such as construction materials, equipment, or contracted labor—will be reimbursed. Operational costs, food purchases, land acquisition, and pre-award expenses are not allowed.
Applications are competitively evaluated using a 100-point scoring system. The criteria include credibility and merit, potential impact, timeliness, and strength of partner or community support. Successful applications will demonstrate a strong project foundation, measurable outcomes, and clear alignment with program goals. Community support must be evidenced through letters of recommendation.
The FY26 application deadline was September 15, 2025, and awards are expected in mid-October. MOVERS vendor registration must be completed by December 1, 2025. The reimbursement deadline is March 31, 2026, and final reports are due by May 15, 2026. Initial inspections are expected in late May 2026, with follow-up evaluations extending into spring 2027.
