Downtown BOOST Program
This program provides financial support and resources to empower Black-owned retail and personal service businesses in Downtown Baltimore, helping them thrive and contribute to the local economy.
The Downtown BOOST Program, operated by the Downtown Partnership of Baltimore with support from JPMorgan Chase, is a targeted initiative to empower Black-owned businesses in Downtown Baltimore. The program is designed to mitigate historical inequities and promote economic recovery through a combination of grant funding, technical support, and a structured cohort model. Now in its fourth cohort, BOOST continues to address storefront vacancy challenges in the post-pandemic era by catalyzing entrepreneurial activity within the 106-block Downtown Management Authority (DMA) district. BOOST Cohort 4 is open to Black-owned businesses in retail or personal services that have been operational for at least two years. Applicants must commit to operating a public-facing storefront open at least five days per week. The businesses must demonstrate a strong ability to execute their concept, present a solid business plan, and articulate how they will contribute to Downtown Baltimore’s economic vibrancy. Priority is given to businesses offering original, underrepresented services or products and those capable of creating community impact and increasing foot traffic in the downtown area. Awardees will receive grant funding ranging from $20,000 to $100,000, with final amounts determined through a pitch process based on startup and capital improvement needs. Grant disbursement is milestone-based and requires adherence to program compliance standards, including documentation of expenses and regular reporting. The funding must be used for eligible business costs within the designated Downtown area, and recipients must maintain good standing with the State of Maryland. The application process includes a multi-phase evaluation starting with the submission of required documents, an initial review, followed by technical training, a pitch presentation, and a final funding decision. The BOOST program places a strong emphasis on readiness to open a storefront, financial viability, and alignment with DPOB’s mission of inclusive economic growth. A commercial real estate broker must be engaged to assist with location selection and lease negotiations. Selected businesses will benefit from one-on-one consulting through JPMorgan Chase’s Coaching for Impact initiative, cohort-based training via the Maryland Small Business Development Center, permitting and compliance support, and enhanced marketing visibility through DPOB’s communication channels. Participation in all wrap-around services is mandatory to maintain eligibility for funding. Applications must be submitted by February 3, 2026, at 11:59 PM EST. Businesses that fall into restricted categories—such as liquor stores, adult entertainment, nonprofits, and restaurants—are not eligible for funding through this round of BOOST. The program emphasizes equitable economic development and offers substantial resources for qualifying businesses aiming to establish or expand their presence in Downtown Baltimore.
