The Transit Oriented Communities Infrastructure Grant Program is a state-funded initiative led by the Colorado Department of Local Affairs (DOLA) in collaboration with the Colorado Energy Office (CEO) and the Colorado Department of Transportation (CDOT). The pilot funding round is scheduled to open on October 27, 2025, with approximately $15 million available in state funds. A second round of funding is anticipated in 2027, but future funding is not guaranteed. All applicants are required to schedule a pre-application meeting with the TOCI Program Manager and DOLA technical assistance team before they can gain access to the grant application portal. This meeting ensures alignment on project eligibility and funding fit. Following this step, applicants may submit their proposals through DOLAβs Online Grants Portal.
Eligible activities include on-site infrastructure to support regulated affordable housing within Transit or Neighborhood Centers, broader public infrastructure benefiting these areas, and activities aimed at planning, delivery, or community engagement for infrastructure improvement. In addition, services contracted through area agencies on aging that align with the goals of HB24-1313 are eligible. However, administrative costs such as existing staff, indirect costs, or operating expenses are not covered by this funding.
Eligible applicants must be certified Transit Oriented Communities and comply with all statutory requirements governing their local government operations, including budgetary and audit provisions. The grant program encourages coordinated development and investment to reduce vehicle dependence and support aging-friendly infrastructure in urbanized areas.
Awards are expected to be announced in 2026, following the close of the pilot application round. While the program is expected to recur, applicants are advised that funding beyond 2027 has not been secured. Interested jurisdictions are encouraged to complete a brief interest survey prior to the application period and begin preparing for the required pre-application meeting to ensure timely participation.
