The Workforce Innovation and Opportunity Act (WIOA) Consolidated Activities Program for Program Year (PY) 2025 offers outlying areas the opportunity to consolidate funding for Adult, Youth, and Dislocated Worker programs under a single grant, streamlining administration and increasing flexibility in fund usage. Administered by the U.S. Department of Laborโs Employment and Training Administration (ETA), this program was authorized under the Full-Year Continuing Appropriations and Extensions Act, 2025. Outlying areas eligible for this opportunity include American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, and the U.S. Virgin Islands.
The purpose of this grant is to support workforce development activities, including training and employment services for adults, youth, and dislocated workers. Outlying areas that consolidate their funding into a single grant can allocate resources interchangeably across these three categories, allowing them to tailor the funding to local needs. These funds are intended to support job training, job search and placement services, support services for disadvantaged individuals, and initiatives to meet regional labor market demands. The funding also supports program integrity, evaluations, and statewide administrative activities.
The total funding available for PY 2025 for the consolidated activities in outlying areas is outlined in Attachment K of the TEGL 11-24. The funding is split into three tranches: the Youth funds released on April 1, 2025, the base Adult and Dislocated Worker funds on July 1, 2025, and the advance Adult and Dislocated Worker funds on October 1, 2025. For example, Guam is allocated $926,014 in Youth funds, $172,230 in base Adult funds, and $712,749 in advance Adult funds. Dislocated Worker funds are allocated as $467,972 (base) and $927,974 (advance).
To apply, outlying areas must submit a single SF-424 application for Federal Assistance through Grants.gov under the Funding Opportunity Number ETA-TEGL-11-24-OA. The application must reflect the full amount of the consolidated funds and must be submitted within 30 days of the issuance of TEGL 11-24, which was dated May 20, 2025. Grants.gov registration and an active System for Award Management (SAM) registration are mandatory for submission. Outlying areas are also required to submit quarterly ETA 9130 financial reports covering all components of the consolidated grant.
The evaluation of applications will be based on compliance with statutory requirements, proper submission via Grants.gov, and financial and performance reporting obligations.
