The Philip S. Miller Resource Grant Program is administered by the Town of Castle Rock and funded through the Philip S. Miller Trust Fund. For the current funding cycle, the Town has allocated a total of $45,000 to support up to five eligible organizations. The grant's primary objective is to fund projects or services that meet one or more basic necessities of life: water, energy, food, or shelter. Applications must demonstrate how the proposed service or project meets one or more of these necessities. Eligible applicants must be tax-exempt nonprofit organizations under sections 501(c)(3) or 501(c)(19) of the Internal Revenue Code and must have been operational for at least five years. 501(c)(3) organizations must be structured as corporations, community chests, funds, or foundations. 501(c)(19) eligibility applies to organizations affiliated with the United States Armed Forces. Applications for the 2026 funding cycle are currently open and must be submitted by 5:00 p.m. on August 1, 2025. Each submission must include a narrative overview of the organization's mission, an IRS affirmation letter verifying nonprofit status, a clear explanation of the requested funding’s purpose in relation to the necessities of life, and a detailed project budget saved and submitted as a PDF. Applicants must also disclose all other sources of funding including dollar amounts, and the total projected cost of the project or service. If the organization has previously received Town funds for the same project, this history must be documented in the application. Applicants are expected to show how the project supports Castle Rock's strategic vision and benefits a significant portion of its residents. Additionally, the organization must demonstrate measurable results from previously funded initiatives using municipal funds. Grantees are required to submit a summary report within 90 days after project completion, detailing fund utilization, community impact, and alignment with the Town’s strategic goals. Applications are reviewed by the Public Safety Commission (PSC), which performs the initial evaluation and makes recommendations to the Town Council. The Finance Department manages the application logistics and communicates decisions post-approval. Awards are disbursed based on the following payment schedule: grants of $10,000 or less are paid in full in January; awards between $10,001 and $20,000 are paid in two equal installments in January and July; and grants exceeding $20,000 are paid quarterly in January, April, July, and October.
