The State Trade Expansion Program (STEP) Grant offered by Louisiana Economic Development (LED) aims to assist small businesses based in Louisiana in expanding their export capacity. The program, funded through the U.S. Small Business Administration (SBA), is part of a broader national initiative to stimulate international trade by helping small businesses enter or expand their reach in global markets. By reducing the financial burden associated with international market entry, the STEP Grant supports job creation and business growth within the state. The primary purpose of the STEP Grant is to increase the number of small businesses that are exporting and to raise the value of exports for those currently involved in international trade. Under this program, eligible Louisiana-based small businesses may receive reimbursement for a wide array of export-related expenses. These include participation in virtual or in-person trade shows and trade missions, registration fees for export training workshops, and costs related to shipping sample products. Additionally, companies may be reimbursed for compliance testing, services from the U.S. Commercial Service, and expenses associated with developing or enhancing internationally-focused websites and marketing media. The program offers up to 90% reimbursement on eligible expenses with a maximum cap of $10,000 per company. In order to qualify, businesses must meet several criteria: they must conform to the SBA's definition of a small business, be operational for at least one year, be for-profit, and headquartered in Louisiana. Furthermore, applicants must demonstrate export readiness, have an existing export plan or strategy, and show that their products or services are of U.S. origin or have at least 51% U.S. content. Companies must also not be debarred from doing business with the federal government. The application process begins on Louisiana’s FastLane portal. Interested businesses are encouraged to review the eligibility requirements and reach out to LED for guidance before applying. Once an application is submitted, LED will review the submission and notify the applicant of their acceptance into the program. Approved participants are then required to fulfill specific reporting and compliance requirements—including the submission of a STEP Results Form for each reimbursed activity and adherence to the Fly America Act for international travel. It is important to note that not all export-related expenses are eligible for reimbursement. For instance, costs related to passport and visa fees, immunizations, entertainment of clients or officials, new product development, and cellphone charges are ineligible. Moreover, travel-related reimbursements must follow state or federal per diem rates and meet federal requirements for airfare class.
