Grant Description

The Housing Opportunities for Persons with AIDS (HOPWA) Program, administered by the City of Las Vegas Department of Neighborhood Services, provides federally funded assistance for housing and supportive services to low-income individuals living with HIV/AIDS and their families. This funding supports comprehensive, evidence-based strategies to stabilize housing and prevent homelessness across the Paradise Eligible Metropolitan Statistical Area (EMSA), which includes the Las Vegas Valley and surrounding unincorporated areas within Clark County. This two-year grant opportunity is made available through federal entitlement funds allocated to the city by the U.S. Department of Housing and Urban Development. The City seeks applicants that can deliver direct housing assistance, case management, referral services, and supportive housing interventions. Eligible housing formats include emergency shelters, community residences, single room occupancy units, and shared apartments. Supportive services must be tied directly to the housing services offered and aim to promote long-term stability and self-sufficiency for individuals impacted by HIV/AIDS. To be eligible, organizations must be a 501(c)(3) or (4) nonprofit in good standing with the Nevada Secretary of State, have operated for at least one year prior to the RFP release, and hold a valid City of Las Vegas business license. Additionally, applicants must provide HIV case management and/or direct housing services within the Paradise EMSA region. Projects serving Pahrump are not eligible, as that community is outside the designated EMSA. The application process opens October 13, 2025, and closes on November 13, 2025, at 3:00 p.m. Pacific Time. Submissions must be completed through the Neighborly portal. A mandatory technical assistance workshop will be held on October 28, 2025; attendance is required for application eligibility. Following eligibility screening, selected applicants will be invited to present to the Community Development Review Board in February 2026. Final decisions are subject to City Council approval. All awarded projects must comply with HUD regulations under 24 CFR 574. Applicants will be required to submit monthly progress and financial reports and undergo quarterly monitoring.
