Measurement of Reflective Supervision in Home Visiting: Research and Evaluation Grants

The Administration for Children and Families (ACF) is preparing to offer grants under the opportunity titled "Measurement of Reflective Supervision in Home Visiting: Research and Evaluation Grants" (HHS-2025-ACF-OPRE-PV-0035). This program aims to advance research and evaluation in reflective supervision practices within the early childhood home visiting field, using a newly developed measure from the Supporting and Strengthening the Home Visiting Workforce project. The grants will focus on enhancing the measure’s rigor and applicability, developing tools for practical use in quality improvement, and exploring the relationship between reflective supervision and desired outcomes. The purpose of this funding opportunity is to provide empirical insights into reflective supervision, a practice designed to support home visiting professionals. Key objectives include conducting further testing of the measure, creating resources to facilitate its implementation in practice, and using the measure to assess the impact of supervision practices on outcomes such as staff retention, quality of service delivery, and family engagement. Findings from this research are expected to guide the development of reflective supervision practices and improve their integration into home visiting programs. The anticipated funding for this opportunity is $1,000,000, with individual awards ranging from $75,000 to $500,000. Up to five grants may be issued under this program. Eligible applicants include state and local governments, independent school districts, nonprofits, for-profit entities (excluding small businesses), Native American tribal governments and organizations, higher education institutions, public housing authorities, and small businesses. Individuals and foreign entities are ineligible to apply. Faith-based and community organizations may participate if they meet the eligibility criteria. Applications will be accepted starting March 30, 2025, with a submission deadline of May 19, 2025, at 11:59 p.m. EST. Successful applicants will be notified by August 15, 2025, and projects will commence on September 30, 2025. All applications must be submitted electronically via Grants.gov.
