Grant Description

The County of Maui Department of Housing, through its Federal Housing Programs Division, is accepting applications for Fiscal Year 2026 funding under the HOME Investment Partnerships (HOME) Program and the National Housing Trust Fund (HTF). These federal programs, administered locally by Maui County as a subgrantee of the Hawaiสปi Housing Finance and Development Corporation (HHFDC), provide critical resources to increase and preserve the supply of affordable housing. For PY2026, the County anticipates $2,250,000 in HOME funding, including a $450,000 Community Housing Development Organization (CHDO) set-aside, and $2,700,000 in HTF funding. Funding availability is contingent upon allocations received by HHFDC from HUD. Applicants may request funding from one or both programs, provided they meet all program-specific requirements. Eligible recipients include public agencies, private nonprofit organizations, community housing development organizations, and private for-profit entities. HOME funds may be used for rental housing, homeownership initiatives, or tenant-based rental assistance, with restrictions based on federal regulations. HTF funds must be used to provide affordable rental housing for extremely low-income households (30 percent AMI or below), with affordability requirements extending for at least 30 years. Both programs support eligible costs such as land acquisition, new construction, rehabilitation, related soft costs, developer fees, and relocation expenses. Prohibited activities include refinancing, operating reserves beyond specific allowances, and political or lobbying activities. Applications must demonstrate project feasibility, secured site control, and financial commitments. Requirements include environmental reviews, market studies, underwriting consistent with federal standards, and compliance with property and accessibility regulations. CHDO applicants must provide additional certification materials to qualify for set-aside funding. The application period opens September 22, 2025, and closes October 31, 2025, at 4:00 p.m. HST. Proposals submitted after the deadline may still be considered on a rolling basis, subject to fund availability, but those received by the deadline will receive priority. The County will review, score, and rank projects, forwarding recommendations to the Housing Director for final selection. Award notifications are anticipated in January 2026, with funds available in fall 2026. Technical assistance is available from staff but does not guarantee funding. Applicants must submit three hard copies and electronic budget files to the Department of Housing in Wailuku.
