Grant Description

The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is offering a competitive, multi-year cooperative agreement under the funding opportunity number N62473-25-2-0003. This initiative aligns with the U.S. Marine Corpsโ€™ environmental stewardship efforts at the Mountain Warfare Training Center (MWTC) in Bridgeport, California. The training center operates on approximately 46,000 acres of land within the Toiyabe National Forest, under Special-Use Authorization agreements with the U.S. Forest Service (USFS). This grant supports compliance with critical federal and state-level environmental mandates, including the Sikes Act, California wildlife codes, Department of Defense policies, and Navy environmental regulations. The core objective of the grant is to support conservation research and resource management efforts that uphold legal obligations while maintaining operational readiness at MWTC. Specific priorities include habitat evaluation, population monitoring, and species documentation for various state- and federally-listed species. The grantee, referred to as the Cooperator, will perform field surveys and produce technical reports detailing findings and recommendations for continued conservation of identified species. The proposed work includes five major tasks. First, surveys will locate nesting sites of Northern Goshawks and Great Gray Owls. Second, assessments will focus on Federal Endangered Species Act candidates and state species of concern such as the Monarch Butterfly, Western Bumblebee, and American Wolverine. Third, surveillance of bat populations will be conducted with a focus on white-nose syndrome, a lethal fungal disease. Fourth, the grantee will survey populations of Yosemite Toad and Sierra Nevada Yellow-legged Frog. Finally, comprehensive draft and final technical reports must be submitted in scientific format with complete data documentation, including field notes and recommendations for future study. The base year of funding offers $155,167.33, with the potential for four optional renewal years bringing the total potential value to $809,113.28. Each option year mirrors the base yearโ€™s scope and deliverables, contingent upon available funds. Only one award is anticipated under this announcement. Cost sharing or matching is not required for this opportunity. Applicants must be a Cooperative Ecosystem Studies Unit Californian cooperative partner and meet the eligibility standards under DoDGARS Part 34 or 2 CFR 200. Applications are due by August 4, 2025, at 2:00 PM Pacific Daylight Time. Notifications of selection will be issued by August 25, 2025, and agreements are expected to begin on August 31, 2025. Submissions may be made via Grants.gov or directly to the program contact via email. Applicants must be registered with SAM and have a Unique Entity ID to apply via Grants.gov. Technical and administrative questions must be submitted no later than July 25, 2025. All proposals will be evaluated based on three factors: the qualifications of key personnel, the scientific approach, and the reasonableness of the budget. Key personnel must meet detailed education and experience requirements, particularly for project managers and field technicians. Scientific proposals must be limited to five pages and include innovative approaches for fulfilling the project scope. All costs must follow relevant federal cost principles and must include justifications.
