Grant Description

The Kansas Department for Children and Families (DCF), through its Prevention and Protection Services, is soliciting proposals to fund the implementation and/or operation of Juvenile Crisis Intervention Centers (JCICs) across Kansas. The RFP was released on September 26, 2025, with applications due by 2:00 p.m. CT on November 21, 2025, and the initial grant year running July 1, 2026 through June 30, 2027. Funding originates from an annual transfer of evidence-based program funds from the Kansas Department of Corrections pursuant to K.S.A. 65-536, supporting local capacity to meet comprehensive crisis needs of juveniles. The programโ€™s purpose is to expand community and regional capacity for crisis intervention services for all juveniles, ensuring access to medical, psychiatric, psychological, social, educational and substance use services during crisis admissions. DCF seeks viable facilities currently able to comply with JCIC laws and regulations (or positioned to comply), and will consider proposals that include exception requests to licensing regulations. Expected outcomes include reductions in institutional/congregate care, fewer entries into DCF custody and foster care, and reduced crossover into juvenile justice. Total annual funding available is $2,000,000 in State General Funds transferred from the Department of Corrections. DCF anticipates up to ten regional/local awards for the 7/1/2026โ€“6/30/2027 period, with the option of two one-year renewals, subject to funds and any legal changes. Awards are reimbursement-based; grantees must submit monthly Status Reports, Budget Transaction Reports, and Budget Itemization Reports (typically due on the 20th of the month for the prior month). Indirect costs may not exceed 10% unless the applicant has a federally approved rate or uses the de minimis method. Allowable costs include personnel/fringe, building, equipment, supplies and training; start-up costs within 90 days prior to award may be negotiated. No match is required. Eligibility is open to state and local government agencies in Kansas and to nonprofit/not-for-profit organizations, including behavioral health service or hospital organizations. Applicants must have a Unique Entity Identifier (UEI), provide proof of required insurance (with DCF named as additional insured), obtain a Kansas Certificate of Tax Clearance, complete debarment checks in SAM.gov and submit the Debarment Memorandum, provide recent financials (audit transmittal letter, IRS Form 990, or year-end statement), and complete DCFโ€™s mandatory grantee training (certificate required). Applications must be submitted electronically (email attachments; no cloud links) by 2:00 p.m. CT on November 21, 2025, to dcf.grants@ks.gov; one original hard copy and a signed electronic copy on flash drive are optional. Required components include a Table of Contents; the Program Abstract; a Program Narrative (Statement of the Problem; Project Design; Implementation Plan with SMART measures; Management Structure/Organizational Capacity; Goals/Objectives Evaluation Plan); the Grant Budget Request (Excel template), Budget Narrative/Justification and Cost Allocation Plan; and multiple signed attachments (e.g., sexual harassment policy acknowledgment, boycott certification, specific and contractual terms, special provisions, telecommunications certification), plus the Pre-Award Risk Assessment with supporting documents. Proposals are reviewed by a Grant Review Panel and scored out of 100 points: Program Abstract (5), Program Narrative (65), Budget/Budget Narrative/Cost Allocation Plan (10), and Risk & Internal Control Assessment (20). DCF may also weigh underserved populations, strategic priorities, past performance, geographic balance and funding availability.
