Applicants must be current FY 2025 SAPCS-State grantees with an active grant contract effective from September 1, 2024, to August 31, 2025. Only these existing grantees are eligible to apply, ensuring continuity and expansion of established services in under-resourced areas.
Applications must adhere strictly to the guidelines and requirements outlined in the Application Kit, which can be accessed through the OAG website. All applicants are required to create an account in the Grant Offering and Application Lifecycle System (GOALS). This step is essential for eligibility, and applicants must provide specific contact details via email to complete registration. Returning applicants from related grant cycles, such as OVAG, VCLG, or SAPCS-State, may already be registered in GOALS.
Funding awarded under this program ranges from a minimum of $60,000 to a maximum of $125,000 per fiscal year. The grant term spans two years, beginning on September 1, 2025, and ending on August 31, 2027. There are no matching fund requirements for this grant. Grant funding is allocated competitively, based on the efficiency and effectiveness of the proposed use of funds as described in the application, particularly focusing on project activities and budget alignment.
Applicants must ensure their projects align with the required purpose areas, which will be detailed in the Application Kit. Grant funds are subject to strict use limitations and may not be applied to activities such as lobbying, indirect costs, food purchases not compliant with Texas travel guidelines, vehicle acquisition, promotional items, and unallowable expenses outlined by state or federal guidelines. The OAG maintains the authority to disqualify applications that do not conform to the specified form, submission process, or eligibility criteria.
