The Naval Surface Warfare Center (NSWC) Crane Division has issued a Broad Agency Announcement (BAA) under funding opportunity number N0016424SNB35. This BAA is intended to solicit innovative research proposals for technological advancements in support of NSWC Crane’s mission areas. Small businesses, Historically Black Colleges and Universities (HBCUs), and Minority Institutions (MIs) are encouraged to apply, although no specific set-asides are designated. Federally Funded Research & Development Centers (FFRDCs) and Navy laboratories are not eligible for direct awards but may collaborate with eligible applicants. Teaming arrangements are permitted, provided that all participants are willing to share relevant data and integrate their efforts with other contractors and system integrators. Interested applicants must first submit a white paper summarizing their proposed research, technological innovation, and relevance to NSWC Crane’s mission. If a white paper is deemed of interest, the applicant may be invited to submit a full proposal. Proposals must include technical and cost details, with cost-sharing not required but considered if voluntarily proposed. Proposals may be classified or unclassified, and all proprietary information must be appropriately marked. Proposals will be evaluated based on technical merit, military relevance, and availability of funding. The evaluation criteria include the degree of innovation, the feasibility of the proposed technical approach, the qualifications of key personnel, and the anticipated impact on national defense capabilities. Cost realism and reasonableness will also be considered when selecting proposals for funding. All responsible sources from academia, industry and the research community may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals and join others in submitting proposals. However, no portion of this BAA will be set aside for HBCUs/MIs, small businesses, or other socio-economic participation. All businesses, both small and large, are encouraged to submit proposals and compete for funding consideration. Federally Funded Research & Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA. However, teaming arrangements between FFRDCs and eligible principal Offerors are allowed so long as such arrangements are permitted under the sponsoring agreement between the Government and the specific FFRDC. Navy laboratories, military universities, and warfare centers as well as other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this BAA and should not directly submit either white papers or full proposals in response to this BAA. If any such organization is interested in one or more of the programs described herein, the organization should contact an appropriate NSWC Crane Technical POC to discuss its area of interest.
