Boulder County Human Services is offering emergency grant funding through its Community Partnership Grant (CPG) Program to support critical safety net services for residents facing increased hardship due to recent federal changes. Specifically, this one-time opportunity will fund nonprofit programs that address food insecurity and health care access following the implementation of federal legislation H.R.1, which significantly impacts Medicaid and SNAP eligibility. The total available funding under this grant is $2 million, with individual awards starting at a minimum of $100,000. Funded by the Human Services Safety Net (HSSN)—a Boulder County property tax mill levy renewed through 2030—this program is designed to close service gaps that have emerged from inadequate state and federal support. Eligible organizations must be 501(c)(3) or 501(c)(19) nonprofits with a physical address in Boulder County. Proposals must target one or more of three specific areas: health care access for individuals losing coverage due to H.R.1, food access for those impacted by SNAP cuts, and direct financial assistance to offset rising costs in these areas. Applicants must submit proposals by 5:00 p.m. MT on Wednesday, February 23, 2026. All application materials must be submitted via Formstack, including narrative responses, financial documentation, and a completed budget template provided on the CPG website. Proposals sent via email or links will not be accepted. Any questions about the RFA must be submitted by February 11, 2026, and responses will be posted by February 13, 2026. Award recipients will be expected to execute a funding agreement and meet defined performance metrics aligned with their proposed programs. Metrics include the number of individuals served through food distribution or healthcare services and the amount and recipients of direct financial assistance. All services must be delivered in culturally and linguistically appropriate ways to ensure accessibility and equity. Indirect costs are limited to 10% of the total direct budget. Funding must be expended by December 31, 2026. Selected organizations must report aggregated demographic and impact data using Boulder County’s provided reporting templates via Formstack. Monthly invoicing and detailed documentation will be required for reimbursement. Applications will be reviewed based on cost reasonableness, alignment with program priorities, organizational capacity, and urgency of community need. Final decisions will be made by the Boulder County Board of Commissioners.
