The grant period for this opportunity covers State Fiscal Year 2026, running from July 1, 2025, to June 30, 2026. Applications for funding are due by Friday, March 28, 2025, at 5:00 p.m., with no exceptions for late submissions. The funding is discretionary and contingent on the Appropriation Act, meaning awards will be based on demonstrated need, past funding, and overall availability of funds. While most applicants are not required to provide a funding match, Albemarle County and Wise County are exceptions, as they are mandated to provide matching funds under the Appropriation Act.
Eligible applicants are limited to county or city governments in Virginia that currently receive DCJS funding for CCCA/PSA programs. For multi-jurisdictional applications, one locality must apply on behalf of all participants and act as the fiscal and administrative agent. Private organizations are generally not eligible unless they were already providing probation or pretrial services before July 1, 1995. Applicants must also be in good standing with state agencies, not excluded from contracting with Virginia, and maintain all necessary licenses and certifications.
To apply, eligible entities must submit a complete application through the DCJS Online Grants Management System (OGMS) by the deadline. Applications should include a needs-based budget, a project narrative, goals and objectives, and detailed information about personnel, equipment, and other budget items. Technical assistance is available throughout the process, and DCJS has provided comprehensive guidance documents and training resources. Applications will be competitively reviewed based on adherence to guidelines, the clarity and strength of the proposal, past performance, and alignment with program priorities.
The evaluation process prioritizes adherence to DCJS minimum standards for both pretrial and probation services. This includes performance measures such as investigation rates, supervision level concurrence, appearance rates, public safety rates, and compliance rates. Programs must also comply with restrictions on the use of funds, which cannot cover items like capital construction, vehicle purchases, firearms, lobbying, or personal expenses. Additionally, programs cannot collect supervision fees from pretrial participants, and indirect costs are capped at 1% of the total award.
