Wyoming Intertie Community Investment Program
This program provides funding to nonprofits and government entities for projects that improve community quality of life and resilience in Albany, Carbon, and Platte Counties, Wyoming.
The Wyoming Intertie Community Investment Program (WICIP) was established at the Wyoming Community Foundation by Grid United, the developer of Wyoming Intertie. Grid United is an independent transmission company focused on building high-voltage electric transmission lines. The Wyoming Intertie project is designed to connect the eastern and western electric grids in the U.S. through Wyoming. The program aims to support and invest in the communities along the planned transmission line route, specifically Albany, Carbon, and Platte Counties. WICIP is designed to fund projects that enhance quality of life and promote community resilience in these regions. It accepts applications from 501(c)(3) nonprofits and government entities such as local governments, school districts, and Tribal governments. While non-501(c)(3) nonprofits may be eligible, individuals and for-profit businesses are not eligible unless they apply through a qualified fiscal sponsor. Each organization may submit only one application per cycle, and applicants need not be based in the three counties so long as the proposed projects benefit those areas. The program offers two types of grants: general operating grants up to $10,000 and project-specific grants up to $50,000. General operating grants are only available to organizations with 501(c)(3) status and cover ongoing program costs like staffing and utilities. Project grants support initiatives such as equipment purchases, facility renovations, or new program launches, and are available to eligible non-501(c)(3) applicants as well. WICIP prioritizes proposals that demonstrate broad community impact, creative or innovative solutions to local issues, responsiveness to emerging needs, and the ability to leverage other funding sources or encourage civic participation. Ineligible projects include partisan, religious, or one-time event-based initiatives not connected to long-term economic or community development. The application process is entirely online, with two annual deadlines—June 15 and December 15. If a deadline falls on a weekend, submissions are accepted through the next business day. Applications are reviewed by a Community Advisory Committee composed of residents from the eligible counties. Award decisions are communicated shortly thereafter. All funded organizations must submit a project report within one year of receiving funds or before reapplying.
