They do not fund organizations operating outside of the United States, those with audited expenses less than $2 million, or those undergoing leadership transitions or with new leadership in place for less than one year. They also do not fund proposals seeking funding for festivals, tours, conferences, workshops, seminars, radio/film/television production, publications/books/magazines/newspapers, advocacy/public policy research, special events/advertising for fundraising events, seed money/pilot programs without long-term impact, program-related investments (PRI), local chapters of national organizations (except for wider initiatives), or scholarship/fellowship recipients studying/residing outside of the United States.
