The Bureau of Counterterrorism at the U.S. Department of State is offering a funding opportunity titled "Counter ISIS Ideologies in Returnee Populations from Northeast Syria." This grant opportunity will be funded through a cooperative agreement totaling $986,500, with one award expected. The performance period is up to 24 months, starting on October 1, 2025. While continuation funding beyond the initial period may be considered, it is contingent on satisfactory performance and availability of funds. No cost-sharing or matching is required. All proposed programming must be rights-based, age and gender-appropriate, and conducted by trained professionals. Eligible applicants include nonprofit organizations, public and private educational institutions, for-profit organizations, Public International Organizations (PIOs), and governmental institutions. Applications must be submitted via MyGrants and require registration with SAM.gov, including a Unique Entity Identifier (UEI). The application must include standard federal forms (SF-424, SF-424A, SF-424B), a detailed program proposal of up to 12 pages, a budget narrative, recent audit documentation, CVs of key personnel, letters of support, and risk analysis. Applications are due by 11:59 p.m. EST on August 4, 2025. Questions can be submitted to the Department of State by July 3, 2025. Proposals will be evaluated on criteria including the quality and feasibility of the idea, organizational capacity, cost-effectiveness, monitoring methods, and sustainability of impact.
