The application must include standard federal forms (SF-424, SF-424A, SF-424B), a detailed program proposal of up to 12 pages, a budget narrative, recent audit documentation, CVs of key personnel, letters of support, and risk analysis. Applications are due by 11:59 p.m. EST on August 4, 2025. Questions can be submitted to the Department of State by July 3, 2025. Proposals will be evaluated on criteria including the quality and feasibility of the idea, organizational capacity, cost-effectiveness, monitoring methods, and sustainability of impact.
