Applicants must be either based in Kosciusko County or be investors willing to establish projects within the county. Personal property improvements, private residences, and non-shared services are not eligible for funding. The application process begins with a required pre-grant questionnaire or letter of intent (LOI), which is currently being accepted through March 31, 2026. Following review by the CXP committee, selected candidates may be invited to submit a formal application. The LOI must describe the project purpose, total costs, and funding sources. Projects must demonstrate a clear community benefit and financial viability. All prospective applicants are encouraged to provide detailed budget plans, demonstrate local financial backing, and show how their projects align with the goals of revitalizing downtown Kosciusko County.
