RFA #20662 - HE Training Center of Expertise
This funding opportunity provides $200,000 annually for five years to establish a training center in New York State that will enhance healthcare providers' ability to deliver culturally competent care and address health disparities affecting communities impacted by HIV, STIs, and other health issues.
The New York State Department of Health AIDS Institute, in partnership with Health Research, Inc. (HRI), has released a Request for Applications (RFA) titled "HE Training Center of Expertise." This opportunity offers $200,000 annually over a five-year period to establish a single training center in New York State. The purpose of this funding initiative is to promote health equity through professional training and capacity building programs targeting healthcare, behavioral health, and community-based organizations. This effort aligns with the Department’s mission to reduce disparities and address systemic inequities in the delivery of health and human services. The training center will be responsible for developing and delivering educational programs to a diverse range of service providers. These programs will enhance participants’ ability to deliver affirming, culturally competent care that acknowledges and addresses implicit bias. The focus of the training will include, but is not limited to, addressing health inequities disproportionately impacting communities affected by HIV, sexually transmitted infections (STIs), chronic disease, maternal and child health disparities, COVID-19, and overdose-related conditions. Applicants must demonstrate expertise in public health training, curriculum development, and stakeholder engagement to qualify for the award. Funding for this program totals $1,000,000 over a five-year period. The selected training center will receive $200,000 annually. The use of funds must directly support the design and implementation of professional training services. Indirect costs, staffing, curriculum development, and delivery methods are likely to be allowable, but specifics on allowable or restricted costs should be clarified through the RFA and associated guidelines. Applications are due by May 7, 2026, at 4:00 PM ET. All questions regarding the RFA must be submitted in writing to the program’s designated contact email, [email protected], by April 2, 2026. Answers to submitted questions will be posted publicly on or about April 16, 2026. There is no requirement for a Letter of Intent. Interested applicants should thoroughly review the RFA to ensure compliance with all submission guidelines and eligibility requirements. The awarded contract is expected to begin on September 1, 2026, with a total contract length of 60 months. Eligible applicants include governmental entities, not-for-profit organizations, and tribal organizations. The program is restricted to entities operating within New York State. At this time, no bidder conferences or workshops are scheduled to assist with the application process. All submissions and inquiries must be directed to Nadine Kela-Murphy at the Department of Health, using the email address provided. Applicants are encouraged to cite specific RFA sections when submitting questions to ensure timely and accurate responses. The application and review process will follow the timelines established in the solicitation.
