Maternity Group Home
This funding opportunity provides financial support to nonprofit organizations that offer safe housing and comprehensive services for pregnant or parenting youth aged 16 to 21 who are experiencing or at risk of homelessness.
The Maternity Group Home (MGH) Program is administered by the Family and Youth Services Bureau (FYSB), under the Administration for Children and Families (ACF), U.S. Department of Health and Human Services. This program falls within the scope of the Runaway and Homeless Youth (RHY) Program and is authorized by Title III, Part B, Section 321 of the RHY Act (34 U.S.C. 11221). The MGH Program is designed to provide safe, stable, and appropriate shelter along with comprehensive services for pregnant or parenting youth aged 16 to 21 who are experiencing or at risk of homelessness. Eligible youth include those who have run away or left home without permission, have been forced to leave their home, or cannot live safely with a guardian. The goal of this program is to support young families in achieving self-sufficiency and preventing long-term reliance on social services. The grant supports up to 18 months of shelter services—or 21 months under extenuating circumstances—delivered through community-based, adult-supervised transitional living arrangements. These may include group homes, host homes, or scattered-site apartments. Each facility must accommodate between four and twenty individuals, including both youth and their dependent children, and must meet physical and programmatic safety standards. MGH grantees are expected to use a trauma-informed, Positive Youth Development framework to deliver youth-centered services that promote permanent housing, education or employment, permanent connections, and social and emotional well-being. The total program funding is expected to be $8,142,259, with an anticipated 23 awards. Grants will be for a three-year project period, consisting of three one-year budget periods. The award floor is $100,000, and the ceiling is $350,000 for the first budget period. Awardees are required to provide a non-federal match equal to 10% of the project’s total cost. This can be met through cash or in-kind contributions. Allowable costs exclude construction, real property purchase, and any costs related to DEI activities as defined by recent federal guidance. Indirect costs are permitted, either through a federally approved rate or a de minimis rate of 15% of modified total direct costs. Eligible applicants include public and private nonprofit entities, including state and local governments, independent school districts, institutions of higher education, housing authorities, and Native American tribal governments or organizations. For-profit entities, individuals, and foreign organizations are not eligible. Faith-based organizations may apply if they meet the basic eligibility requirements. Applications that request funding above the ceiling, are submitted late, or are submitted by ineligible entities will be disqualified. Applications are due electronically via Grants.gov by 11:59 p.m. ET on July 23, 2025. All applicants must be registered with SAM.gov and Grants.gov before submission. The application must include a project narrative, a detailed budget, and a logic model, among other documentation. Evaluation criteria for applications include need for assistance, approach, organizational capacity, performance evaluation plan, sustainability plan, and budget justification. Applications are scored based on a 100-point scale, with the approach section accounting for half of the total points. Awards are expected to start by September 30, 2025.
