The OneOhio Recovery Foundation Regional Grant Cycle 2 offers a targeted funding opportunity for organizations operating within the state of Ohio to support strategies that address substance use disorders and related issues. As a nonprofit entity formed to manage and allocate 55% of the state’s opioid settlement funds, the Foundation collaborates with local stakeholders to support prevention, treatment, recovery, and community resilience initiatives across Ohio’s 19 designated OneOhio Regions. In June 2025, the Foundation’s Board authorized $40 million for this cycle, and with additional carryover funds from Cycle 1, the total allocation stands at approximately $45.78 million. This grant cycle is structured as a two-step process: applicants must first submit a Funding Inquiry through the OneOhio Grant Portal. Those selected will be invited to complete a Technical Application. The initial portal opens on January 14, 2026, and closes on February 11, 2026, at 5:00 PM ET. No pre-registration is required, and each organization may submit up to two inquiries per region. Successful applicants may then proceed to formal application, evaluation, and final approval stages involving regional review committees, expert panels, oversight committees, and the Board of Directors. Organizations must have operated for at least two years, be in good standing, and be either a 501(c)(3) nonprofit, a for-profit service provider meeting the Foundation’s charitable purpose, or a state or local government entity. Out-of-state organizations are only eligible when collaborating with an Ohio-based lead organization. All applicants must apply through the centralized portal, and proposals must align with the Approved Purposes outlined in the OneOhio MOU, including treatment, prevention, recovery, and harm reduction strategies. Certain regions may also have specific funding priorities, such as crisis response or support for impacted families. Minimum funding requests start at $25,000, with regional ceilings defined in the Regional Funding Table. Grants span 24 months and must begin on one of four fixed start dates: July 6, 2026; October 5, 2026; January 4, 2027; or April 5, 2027. Funding is typically disbursed as an upfront payment followed by biannual disbursements, with a 5% holdback pending satisfactory final reporting. Administrative costs are capped at 10% and must directly relate to the proposed project; general overhead is not covered. Matching funds are not required. The Foundation enforces strict reporting and compliance guidelines. Award recipients must submit biannual programmatic and financial reports. The Foundation reserves the right to perform site visits and adjust payments based on reporting compliance. Additionally, specific rules govern capital purchases, including required security interests and regulatory compliance. Funding cannot be used for lobbying, political contributions, legal costs related to opioid litigation, or services reimbursable by insurance.
