The U.S. Army Corps of Engineers (USACE), Fort Worth District, has announced a funding opportunity under cooperative agreement number W9126G-25-2-SOI-4849. This opportunity seeks qualified applicants to provide technical assistance in support of the United States Marine Corps (USMC) and its associated entities—the Marine Corps Installations Command (MCICOM), MCI-Pacific (MCIPAC), and Marine Corps Base (MCB) Hawaii. The initiative is grounded in the Sikes Act (16 USC 670c-1), which authorizes cooperative agreements for managing natural and cultural resources on military lands. The agreement aims to implement both the Integrated Natural Resources Management Plan (INRMP) and the Integrated Cultural Resources Management Plan (ICRMP), which are crucial for environmental compliance and the sustainable use of military installations in Hawaii. The initial base period for this agreement is 18 months from the award date, with the possibility of up to six follow-on periods of equal duration. Approximately $677,330 in funding is anticipated for the base period, with potential for additional funding for optional tasks or future phases. The award ceiling for the project is set at $4,742,000. Applicants are not required to provide cost sharing or matching funds. However, all applicants and any subcontractors must have a current (within the past 3 years) DOD NIST SP-800-171 assessment. Indirect costs are capped at the CESU standard rate of 17.5%. Only members of the Cooperative Ecosystem Studies Units (CESU) from the Colorado Plateau, Hawaii-Pacific Islands, and Californian regions are eligible to apply. Federal and state agencies with responsibilities related to conservation or wildlife management are prioritized. Eligibility is exclusive to CESU members as outlined in the CESU Master Agreement. The grantor emphasizes that a full proposal and budget are not required at this time; instead, a 2-page Statement of Interest (SOI) is requested to evaluate organizational capabilities, relevant experience, and proposed personnel qualifications. This initial SOI must be submitted by August 7, 2025, 2:00 P.M. Central Time. Review of the SOIs will be conducted by a panel that will evaluate submissions based on qualifications, relevant experience, and the ability to meet program objectives. Selected applicants will then be invited to submit a full proposal.
