The U.S. Army Corps of Engineers (USACE), Fort Worth District, in coordination with the United States Marine Corps (USMC) Installations and Logistics (I&L), Marine Corps Installations Command (MCICOM), MCI-Pacific (MCIPAC), and Marine Corps Base (MCB) Hawaii, is soliciting Statements of Interest (SOI) from eligible partners to support a cooperative agreement. This opportunity is exclusively available to institutions within the Cooperative Ecosystem Studies Units (CESU) program in the Colorado Plateau, Hawaii-Pacific Islands, or Californian regions. The cooperative agreement focuses on technical assistance for implementing the Integrated Natural Resources Management Plan (INRMP) and Integrated Cultural Resources Management Plan (ICRMP) at MCB Hawaii. The authority for this agreement is derived from the Sikes Act (16 USC 670c-1), prioritizing awards to entities responsible for conservation and natural resources management. The primary objective of this initiative is to enhance environmental compliance and natural resources management that directly supports military mission readiness. The project encompasses planning, documentation, data collection, technical evaluations, and support for compliance under statutes such as the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), and others. The cooperator will support the development of Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusion (CATEX) decision memos, and Requests for Environmental Impact Reviews (REIRs). Tasks will also involve cultural and biological surveys, habitat restoration, compliance support for endangered species, and environmental outreach, particularly within the context of Force Design and sustainability of military installations. Approximately $677,330 in funding is anticipated for the base 18-month period. Optional follow-on periods may be funded depending on government needs, satisfactory performance, and funding availability, with up to six additional 18-month extensions possible. The cooperative agreement allows for significant government involvement, including technical collaboration, approval of deliverables, and field coordination. Although only a Statement of Interest is required at this stage, those deemed most capable may be invited to submit full proposals at a later date. To be eligible for this opportunity, applicants must be from qualifying CESU regions and possess an active DoD NIST SP-800-171 cybersecurity assessment within the past three years. The SOI must be no more than two single-spaced pages and include a biographical sketch of key personnel, summaries of past relevant projects, and descriptions of technical capabilities and facilities. The USACE requires submission of SOIs by 2:00 P.M. Central Time on August 7, 2025. All questions must be submitted no later than 14 days after the posting date, and the opportunity will remain listed on Grants.gov for a minimum of 30 days.
