The Amarillo TX-611 Continuum of Care (CoC) has launched a local competition for funding through the U.S. Department of Housing and Urban Development's Continuum of Care Program. This opportunity is open to TX-611 CoC member organizations as well as other Amarillo-based nonprofit and faith-based entities, including those that have never previously applied for CoC funds. Authorized under Title IV of the McKinney-Vento Homeless Assistance Act, this initiative aims to address homelessness by funding projects that promote housing stability, supportive services, and access to community resources.
This funding opportunity supports a wide range of eligible project types, including Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), Transitional Housing (TH), Supportive Services Only (SSO), Homeless Management Information System (HMIS) expansion, and Coordinated Entry (SSO-CE) projects. PSH and RRH proposals are subject to a funding cap of 30% of the Annual Renewal Demand or $132,162. Projects are expected to incorporate robust supportive services and align with HUD's priorities, such as minimizing trauma, promoting self-sufficiency, enhancing public safety, and prioritizing treatment and recovery.
All applicants must submit a Notice of Intent to Apply by December 2, 2025, and completed application packets by December 10, 2025, at 12 p.m. CST via the eSNAPS system and in person to the Community Development office. Workshops and technical assistance sessions will be held in late November and early December to assist applicants with submission requirements. Application materials include an Applicant Profile, Project Application, relevant financial documentation, and supportive service agreements.
Eligibility extends to a range of nonprofit and faith-based organizations, including those not previously funded by CoC. Applicants must meet HUD threshold requirements, demonstrate financial and management capacity, and use the Homeless Management Information System unless they are victim service providers using a comparable database. Renewal applicants are limited to projects listed in the Grant Inventory Worksheet and expiring in calendar year 2026.
Applications will be evaluated by a Scoring and Ranking Committee based on factors such as cost reasonableness, program outcomes, alignment with HUD priorities, and service quality. All projects will be notified of funding decisions by December 18, 2025. Projects must also show a 25% match for eligible costs (excluding leasing) through cash or in-kind contributions, and strong leverage of other resources is encouraged to enhance competitive standing.
This funding cycle follows an annual cadence, with future rounds expected. All applicants are encouraged to review HUD's FY 2025 CoC NOFO, available guidance documents, and to participate in workshops to ensure compliance and enhance proposal quality. Technical support is available from Community Development staff and through email or phone contact with the CoC.
