Native Hawaiian Health Scholarship Program Administrative Support

The program is designed to increase the number of Native Hawaiian health care professionals trained and placed in communities throughout Hawaii. The objective of the NHHSP is to provide scholarships to Native Hawaiian students pursuing health care professions at accredited institutions in exchange for a service commitment in primary care settings that serve Native Hawaiian communities in Hawaii. Scholarships include coverage for tuition, required fees, stipends, and other reasonable costs. However, this specific funding opportunity is solely for administrative support of the scholarship program, and the awarded funds may not be used for tuition, stipend, or direct participant costs. Eligible applicants must be POL, as explicitly defined in the statutory language. NHHSP scholarship participants must be Native Hawaiian and meet additional requirements under 42 U.S.C. ยง254l(b). The program funds one cooperative agreement of up to $500,000 annually, over a five-year performance period from August 1, 2025, to July 31, 2030. Funding beyond the first year depends on available appropriations, program performance, and continued alignment with federal priorities. Applications must be submitted by June 25, 2025, via Grants.gov. Applicants must be registered in both SAM.gov and Grants.gov with an active Unique Entity Identifier (UEI). Required components for submission include various federal forms (e.g., SF-424, budget forms), narrative sections, organizational charts, staffing plans, and optional support letters and tables. A detailed work plan and sustainability plan are also required, along with evaluation strategies and data security protocols. The proposal will be evaluated for completeness, organizational capacity, the strength of the work plan, performance metrics, and ability to support participants. Key program goals include increasing the number of trained Native Hawaiian healthcare professionals, improving healthcare delivery in Native Hawaiian communities, and strengthening cultural competency in care delivery.
