The FY27 Program for Improving Neighborhoods (PIN) Grant is a community-focused initiative administered by the City of Iowa City through its Neighborhood Outreach Program. This annual grant supports neighborhood-driven projects aimed at fostering stronger community connections and improving overall quality of life. Since the establishment of the Neighborhood Outreach Program in 1997, Iowa City has developed 33 recognized Neighborhood Associations, which serve as vital bridges between residents and local government. These associations help shape public projects, facilitate local engagement, and carry out initiatives that align with the City's broader strategic goals, including neighborhood gatherings, beautification, public art, and cleanups. The PIN Grant offers financial support to neighborhood groups for a wide range of initiatives designed to engage and energize Iowa City communities. Applicants must be a recognized Neighborhood Association or an emerging neighborhood group currently participating in a designated Pilot Program. Proposals must be submitted through the official leadership of the applying group to ensure neighborhood-wide support and alignment with community goals. The grant process begins with a mandatory Project Proposal submission, which introduces the project concept and allows City staff to evaluate whether it aligns with the program's priorities. This preliminary step enables staff to connect applicants with appropriate City departments, suggest relevant resources, and recommend possible partnerships to strengthen the project. The Project Proposal is not expected to include every detail but should present a clear vision of the project's intent and anticipated impact. If the Project Proposal is approved, applicants are invited to submit a comprehensive full Grant Application. This subsequent phase involves providing detailed project information, including a full budget breakdown, implementation timeline, expected outcomes, and deliverables. The formal application ensures that all proposed activities are feasible and adequately planned for execution within the grant's framework. To assist applicants, the City offers optional Pre-Application Meetings in the form of informal drop-in Zoom sessions. These sessions allow prospective applicants to ask questions, clarify expectations, and discuss ideas with City staff. While attendance is not mandatory, participation is strongly encouraged to increase the quality and alignment of proposals. The FY27 PIN Grant application window opens on March 2, 2026, and closes on March 23, 2026. Late submissions will not be accepted. Applicants are encouraged to begin the process early by completing the Project Proposal Form online.
