Grant Description

The Downtown Upper-Story Conversion Program, offered by the City of Carbondale, Illinois, provides a $2,500 incentive for commercial property owners within the BPR Primary Business district to convert upper stories into habitable living spaces. The program awards $2,500 for each dwelling unit, up to $5,000 per property. To be eligible, the property must be located within Carbondale's BPR Primary Business District and have an upper story that is not currently a habitable dwelling unit. Additionally, owners must enter into a TIF redevelopment agreement with the City. The City of Carbondale will conduct pre and post inspections to ensure that the converted units meet building codes and are habitable living spaces.
