BJA FY25 Improving Substance Use Disorder Treatment and Recovery Outcomes for Adults in Reentry

The Bureau of Justice Assistance (BJA) is soliciting applications for its FY25 initiative aimed at improving substance use disorder (SUD) treatment and recovery outcomes for adults transitioning from incarceration to reentry. The program provides funding to enhance systems for corrections, community supervision, and community-based services to address SUD and promote recovery. The initiative supports evidence-based, trauma-informed programming, encourages deflection strategies to prevent justice system involvement, and ensures continuity of care during reentry. A total of $5 million is available, with awards up to $833,333 for projects lasting 36 months. Key deadlines include March 27, 2025, for the SF-424 submission and April 3, 2025, for the complete application via JustGrants. Eligible applicants are state, local, and tribal governments, as well as nonprofit organizations with or without 501(c)(3) status. Collaborative partnerships with correctional agencies are required, as evidenced by a memorandum of understanding or agreement. Applicants must include certified documentation of licensing and accreditation for treatment providers and commit to collecting recidivism data. There are no cost-sharing requirements, and applications can propose budgets within or below the funding ceiling. The program focuses on improving outcomes for individuals with SUD and co-occurring disorders, including pregnant/postpartum women and parents of minor children. Eligible activities include hiring personnel, providing medications for treatment, offering evidence-based therapies, and ensuring continuity of care through transitional housing, peer recovery coaching, and partnerships with law enforcement and healthcare providers. Programs should incorporate validated screening tools and adhere to evidence-based practices, such as medication-assisted treatment (MAT), motivational interviewing, and contingency management. The application process involves two main steps: submission of the SF-424 in Grants.gov and completion of the full application in JustGrants. Proposals must include a project narrative detailing the problem addressed, goals, objectives, and implementation strategies. Additional requirements include a budget detail form, performance measures, and certifications. Applications will be evaluated based on their alignment with the program's goals, the soundness of the project design, and the applicant’s capacity to manage and execute the project. Awards will be announced by September 30, 2025, and projects are expected to begin on October 1, 2025. Reporting requirements include quarterly financial reports, semi-annual performance updates, and a final performance closeout report. Recipients are expected to measure program effectiveness, including progress toward reducing recidivism and achieving desistance from criminal behavior.
