Grant Description

The Washington State Department of Commerce, through its Office of Crime Victims Advocacy (OCVA), has released a Request for Proposals (RFP) titled "Healing, Support and Transition Services 2025-2027." This initiative is grounded in Chapter 268, Laws of 2023, and focuses on supporting adults who have experienced sex trafficking. The OCVA, established in 1990, is dedicated to advocating for the needs of crime victims across Washington State. It administers grant funds to community organizations, helps local entities develop services for victims, and advises governmental bodies on policy priorities affecting this population. This RFP is targeted at nonprofit organizations, tribes, and tribal organizations that are located in underserved areas of Washington State. Eligible applicants are invited to propose service models that provide healing, support, and transition services to individuals aged 18 and older who have experienced sex trafficking. The goal is to expand access to trauma-informed care and resources in communities that have traditionally lacked these support systems. The total estimated funding available for this program is approximately $1,225,000 per year, with a cap of $204,166 per applicant annually. These funds may be used to support a range of programming and infrastructure needs necessary to provide the required services, though detailed guidance on allowable expenditures should be consulted in the full application documentation provided in the linked Box folder. The RFP process was formally initiated on July 9, 2025, and proposals are due by August 13, 2025. All prospective applicants may submit questions during the open Q&A period, which runs from July 9 through the final deadline on August 13. Application submissions are expected to begin service implementation by September 15, 2025. The funder has provided separate bidder conferences for nonprofits and tribal organizations on July 21, 2025, at 10:00 AM PST and 1:00 PM PST respectively. Attendance is encouraged but not required. Proposals must be submitted by the closing date of August 13, 2025. Interested applicants should contact the RFP Coordinator, Matthew Flores, via email at Matthew.Flores@commerce.wa.gov to receive the Zoom link for the bidder conferences or for further clarification. All submission instructions, evaluation criteria, and application materials are available in the designated Box folder. Applicants are strongly encouraged to review all application documents carefully and to attend the informational sessions to maximize their understanding of program expectations. The program is not currently offered on a rolling basis, but it is expected to recur, indicating an ongoing commitment by the State of Washington to support recovery and stabilization for survivors of sex trafficking.
