The Surface Water Efficiencies Program is administered by the Idaho Water Resource Board (IWRB) to support the implementation of innovative operational efficiencies among surface water entities within the Eastern Snake River Plain Aquifer (ESPA) area. The initiative is designed to reduce the demand for surface water through projects that enhance system efficiency. Applications for funding under this program are accepted on a rolling basis throughout the year.
Funding is available for a variety of project types, including but not limited to the purchase and installation of equipment, conducting operational efficiency studies, or other activities that demonstrate tangible improvements in water use efficiency. These improvements must clearly show a reduction in surface water demand and will be evaluated on a case-by-case basis, particularly regarding their impact on the ESPA. Funding requests may be granted for up to 100% of the project costs, with the potential for funds to be disbursed annually based on state appropriations.
The program is restricted to surface water diversions located within the Snake River Plain Aquifer Area of Common Groundwater Supply. Eligible applicants include Irrigation Districts, Canal Companies, Drainage and Groundwater Districts, Ditch Companies, Lateral Ditch Users Associations, Reservoir Districts, Municipal Irrigation Districts, Municipalities, Counties, and Water Districts. All applications must include detailed descriptions of the project goals, proposed implementation schedule, cost estimates, supporting documents such as maps and designs, and information on any other funding sources or matching contributions.
The application process requires submission of a complete application form along with all required supporting materials. Submissions may be sent via email, mail, fax, or delivered in person to the Idaho Department of Water Resources office in Boise. Incomplete applications are held for a maximum of 30 days and are declined if not completed within that period. Review of the applications is conducted by IWRB staff, with final funding recommendations presented to the IWRB Finance Committee.
Applications not recommended for funding may be declined but can be revised and resubmitted for consideration.
