Digital Divide Grant Program
This program provides financial support to low-income schools and community organizations in California to improve digital access and equity for students through infrastructure, devices, and training.
The Digital Divide Grant Program (DDGP), administered by the California Public Utilities Commission (CPUC), continues its mission to bridge the digital divide across the state through its third funding round authorized by Resolution T-17892. Established under Public Utilities Code Section 280.5 and funded by revenues generated from leasing state-owned property for wireless telecommunications facilities, the program supports projects aimed at enhancing access to digital technology and resources in low-income, rural, and urban communities. Round 3 for fiscal year 2025โ2026 carries forward this mission with an annual allocation of up to $200,000 from the Digital Divide Account. The primary goal of the DDGP is to reduce disparities in technology access and usage through holistic digital inclusion projects. For the 2025โ2026 cycle, the funding is split into two distinct categories: up to $100,000 is allocated for projects serving low-income rural and urban schools, while two awards of up to $50,000 each are designated for eligible community-based organizations (CBOs). These projects must provide comprehensive solutions that include, but are not limited to, broadband connections, take-home hardware (such as laptops, Chromebooks, and hotspots), digital literacy curriculum, and software for distance learning. Training for teachers and community members is also a supported use, ensuring that beneficiaries not only gain access to technology but also the skills to utilize it effectively. Eligible applicants include nonprofit CBOs with 501(c)(3) status that have a demonstrated track record in addressing the digital divide. Projects may be carried out independently by such organizations or in partnership with eligible schools. Eligible schools must be in rural or urban low-income districts with a minimum free or reduced-price lunch participation rate of 50%. For CBO-administered projects, administrative expenses are capped at 10% of the award, while for school-based projects, the cap is 5%. The term of each project is limited to one school year, though sustainability beyond the funding term is encouraged and may be supplemented by additional support through the California Teleconnect Fund. The application process is clearly defined. Applicants must submit a complete application, including required documentation such as tax-exempt letters, organizational charts, resumes, and partnership agreements. The application must be submitted via email to [email protected]. Applications will be accepted starting December 12, 2025, with a firm deadline of February 12, 2026. Staff will conduct a review and scoring process concluding in March 2026, followed by the announcement of draft resolution awardees in April and final awards in May 2026. Applicants must include a detailed scope of work, proposed budget, timeline of milestones, evaluation metrics, and letters of endorsement or recommendation. The CPUC will disburse funds in three stages, with an initial 25% payment upon resolution approval, followed by a mid-project disbursement contingent on progress reporting, and a final disbursement after completion and submission of the final report. Projects are subject to audit and must retain documentation for at least three years post-payment. Site visits may be conducted, and deviations from the approved scope or budget may lead to disallowed costs or recovery of funds. The Digital Divide Grant Program is a recurring opportunity, with applications solicited annually as long as funds remain available. The next expected cycle would likely open in December 2026 based on current patterns. With its clear focus on equity, education, and community empowerment, the DDGP continues to be a vital initiative for addressing digital disparities in California.
