Grant Description

The Kansas Recreational Trails Program (RTP), administered by the Kansas Department of Wildlife and Parks (KDWP) through its Division of State Parks, is a federally funded grant program designed to support the development and maintenance of recreational trails and trail-related facilities across Kansas. The funding originates from the U.S. Department of Transportation’s Federal Highway Administration (FHWA), which allocates resources to states for motorized and non-motorized trail use. This program is guided at the state level by the Kansas RTP Advisory Council, which includes representatives from trail organizations, public agencies, and KDWP staff. The primary purpose of the RTP is to provide financial assistance to a wide variety of trail projects that enhance recreational opportunities for diverse trail users. The funding can be applied to activities such as trail maintenance and restoration, new trail construction, acquisition of land or trail easements, development of trailhead and trailside facilities, trail accessibility assessments, educational programming, and the purchase of trail construction and maintenance equipment. Educational projects must focus on safety or environmental protection and may include materials, programs, or training. The program promotes inclusivity by encouraging projects that benefit the broader public and are accessible to a diverse range of users. Eligible applicants include private non-profit organizations, municipal agencies (cities, counties, towns, etc.), state and federal agencies, tribal governments, and other public entities. Non-profits must maintain their status throughout the project, or designate a qualified successor in case of change. Projects must deliver a clear public benefit and cannot be exclusively restricted to members of specific organizations. Projects that charge user fees must ensure they are reasonable and that revenues contribute to long-term maintenance. Applicants must provide at least a 20% match to the awarded funds, which can be fulfilled through cash, volunteer labor, donated equipment, or additional federal, state, or local grants. The maximum award request is 80% of the total project cost. Funds are distributed on a reimbursement basis, meaning applicants must cover upfront expenses and submit for reimbursement afterward. Documentation of land control (ownership, lease, easement, or agreement) is required, and federal “Buy America” standards apply for equipment purchases exceeding $2,500 unless the project qualifies for a small grants waiver. To apply, applicants must submit both a physical and digital copy of the application. The hard copy must be postmarked by November 15, 2024, and the digital version must be emailed to cherie.riffey@ks.gov. The application must include a completed RTP application form, detailed project narrative, maps, plans, budget, photos, funding statement, documentation of control, SHPO review form, and supporting documents such as letters of support. A checklist and sample forms are provided to assist applicants.
