Grant Description

The Calvert County FY26 Opioid Restitution Funding Grant Application is administered by the Calvert County Government Department of Community Resources. The program represents a local-level funding opportunity established through opioid litigation settlement funds. The purpose of the initiative is to support county entities, nonprofit organizations, and community-based partners engaged in efforts that mitigate the impacts of opioid use disorder on individuals, families, and communities in Calvert County, Maryland. Funding comes from opioid restitution settlements and is specifically designated to address prevention, harm reduction, treatment, recovery, and public safety initiatives connected to the opioid crisis. The program operates as part of Calvert County’s broader community response to opioid misuse. Eligible applicants include Calvert County government agencies and nonprofit organizations in good standing with the State of Maryland and the Internal Revenue Service. Applicants must be current on all county tax liabilities, free from zoning or permitting enforcement issues, and operational before January 1, 2024. Nonprofits must comply with Maryland’s Charitable Registration Act and maintain a minimum five-member, unrelated board. Each applicant must demonstrate proven experience in at least one of the program’s five strategic priority areas: Prevention, Harm Reduction, Treatment, Recovery, or Public Safety. Funding requests must align with these priorities and demonstrate measurable impact in reducing opioid-related harm. Eligible uses of funds include project activities directly tied to the stated goals such as outreach, education, treatment access, recovery support, and coordination with law enforcement or community services. Ineligible costs include personal expenses, fines, awards, capital projects, lobbying, fundraising, religious activities, and any activity that supplants existing government funds. Applicants may request between $2,500 and $100,000, with most awards expected to range from $5,000 to $25,000. Funding is provided for one year, with a possible second-year renewal contingent on performance and expenditure of funds. Disbursement occurs on a tiered basis depending on award size: one-time for awards up to $25,000, semiannual for $25,001–$50,000, and quarterly for $50,001–$100,000. Applications must be submitted by email to Community.Grants@calvertcountymd.gov no later than 11:59 p.m. EST on Friday, November 7, 2025. Only electronic submissions are accepted. Supporting materials such as letters of support, financial statements, a budget template, IRS Form W-9, proof of nonprofit status, and organizational documentation are required. Applicants will receive a confirmation within two business days. Award notifications are expected in mid-December 2025, and the performance period runs from January 1 through December 31, 2026. Midyear reports are required by July 15, 2026, for grants exceeding $10,000, and final reports for all grants are due January 15, 2027. Applications will be evaluated based on alignment with strategic priorities, clarity of goals, measurable outcomes, realistic timelines, budget justification, and demonstrated financial capacity. The application form includes sections for project title, summary, problem statement, goals, performance indicators, timeline, budget, and sustainability plan. Reviewers will assess whether proposed activities contribute to prevention, harm reduction, treatment, recovery, or public safety outcomes. Applicants are encouraged to use SMART goal frameworks and demonstrate collaborative community partnerships. Technical assistance and online training sessions are available through the Department of Community Resources. Program details, budget templates, and FAQs can be found at calvertcountymd.gov/ORF.
