Grant Description

The Substance Abuse and Mental Health Services Administration (SAMHSA), under the U.S. Department of Health and Human Services, has announced the FY 2025 Targeted Capacity Expansion: Special Projects (TCE-SP) funding opportunity, numbered TI-25-002. This grant program is authorized under Section 509 of the Public Health Service Act (42 USC ยง290bbโ€“2), as amended. Its primary goal is to support community-based treatment and related services for individuals with Substance Use Disorders (SUD) and/or Co-occurring Disorders (COD), particularly in communities with a higher prevalence of such conditions. The program focuses on implementing evidence-based, trauma-informed, and population-appropriate approaches to treatment and recovery services, with an emphasis on closing treatment gaps and advancing health equity. Through this funding opportunity, SAMHSA aims to bolster local capacities to address significant SUD/COD needs using public health data to identify target populations. Required in-house services include SUD treatment, screening for SUD/COD and suicide risk, case management, peer recovery support, tobacco cessation, and harm reduction interventions such as distribution of naloxone and fentanyl test strips. Certain activities, such as treatment for co-occurring mental health conditions and additional wraparound services, may be delivered through partnering agencies via formal Memorandums of Agreement (MOAs). Award recipients must begin implementing required services within four months of receiving the grant. The total anticipated funding is up to $7,125,000, with approximately 19 awards expected. Each award is up to $375,000 per year, for a maximum project period of three years. Funding is contingent on annual progress, compliance with reporting requirements, and the availability of federal appropriations. No cost-sharing or matching requirement is imposed. SAMHSA prioritizes applicants that represent geographic areas or tribal entities that have not previously received TCE-SP awards, offering 10 bonus points to applicants in eligible underserved jurisdictions. Eligible applicants include a wide range of domestic public and private nonprofit entities, such as states, territories, political subdivisions, higher education institutions (both public and private nonprofit), Indian tribes or tribal organizations, and nonprofit community and faith-based organizations. Applicants must demonstrate two years of relevant experience, possess required licensures, and submit MOAs for service provider partners. Nonprofit entities must include documentation of their status in Attachment 8. Entities funded under the FY 2023 or FY 2024 TI-22-002 TCE-SP programs are not eligible. Applications are due by July 15, 2025, at 11:59 p.m. ET. The anticipated award date is no later than September 29, 2025, with project start dates set for September 30, 2025. Applications must be submitted electronically through Grants.gov or eRA ASSIST. Required components include a project narrative (limited to 10 pages), a project abstract, a budget narrative, a project timeline, key staff bios and position descriptions, and several required attachments (including consent forms, MOAs, and data collection instruments). Applicants must also be registered in SAM.gov, Grants.gov, and eRA Commons before applying.
