The grant program funds projects that fall under one of four strategic focus areas: strengthening and sustaining carpooling and ride-sharing networks (especially in rural areas), employer-driven transportation solutions (such as ride-shares or shuttles), multi-municipal transportation improvements (supporting regional collaboration and shared infrastructure), and transportation strategies that promote economic mobility (emphasizing scalability and replicability). Applications that focus on regions 1, 5, and 7 are especially encouraged, though proposals from all areas within York County are welcome. Special funding consideration is available for municipalities applying an age-friendly lens, who may be eligible for additional support through the Hahn Home Fund for Embracing Aging at the York County Community Foundation. Applicants must be tax-exempt nonprofit organizations or tax-exempt government entities. Fiscal sponsorship is allowed for organizations that do not meet these criteria independently. Applicants must have been in operation for at least two years and demonstrate financial and organizational capacity to carry out the proposed work. Additionally, organizations must not discriminate on the basis of race, color, religion, sex, national origin, age, disability, sexual orientation, or gender identity. All projects must benefit York County residents. Proposals must show measurable impact and alignment with United Way's strategic priorities. Applications will be evaluated based on eligibility, financial health, management, mission alignment, and inclusivity. Required documentation includes IRS designation letters, Form 990, budgets, board rosters, financial statements, and, where applicable, letters of support, cost estimates, and data collection tools. Applicants must also agree to participate in a 30-minute virtual or in-person proposal engagement meeting with United Way reviewers. The funding range is from $25,000 to $75,000 per project, with an average expected award size of $50,000. No more than 20% of requested funds may be used for administrative costs. All funds must be expended within 12 months of the award, except in cases where municipalities are applying for matching funds from the Pennsylvania Department of Community & Economic Development (DCED), in which timeline exceptions may be granted. The application window opens on 2025-08-01 and closes on 2025-09-15. Two virtual office hours sessions are scheduled for prospective applicants to ask questions and seek guidance: August 15 and August 29, both from 9:00 to 10:00 a.m. via Zoom. There is no required pre-application step. Final decisions are expected by fall 2025.
