The U.S. Embassy Mozambique Public Diplomacy Section (PDS), under the U.S. Department of State, has released its Annual Program Statement (APS) for Fiscal Year 2025 under opportunity number AF-PD-MAP-FY25-01. This program is designed to provide funding through small grants to support programs that advance the U.S. Integrated Country Strategy in Mozambique and promote shared values between the United States and Mozambique. The APS is part of a broader initiative that emphasizes diplomacy, education, entrepreneurship, cultural exchange, and empowerment of underrepresented groups. The grant offers up to $50,000 per award with a total available funding pool of $250,000, subject to availability. Projects should be completed within 6 to 12 months. Funding is provided through FY25 Public Diplomacy Funds and will be awarded as either grants or cooperative agreements, the latter involving more direct involvement by embassy staff. Anticipated start dates vary based on the application cycle: March 2025 for Cycle 1, June 2025 for Cycle 2, and October 2025 for Cycle 3. Proposals must align with at least one of the following priority program areas: Education Partnerships, English Language Learning, Social Impact Entrepreneurship, and Strengthening the Media Ecosystem. Applicants must demonstrate how their programs will be sustainable beyond the grant period, involve U.S. participation or shared values, and include a clear monitoring and evaluation plan. The program encourages capacity-building initiatives, vocational training, collaborative projects with U.S. entities, and programs supporting press freedom and underserved communities. Eligible applicants include U.S., Mozambican, and other foreign nonprofit organizations, educational institutions, cultural institutions, individuals, and media outlets. However, for-profit entities are not eligible. All organizational applicants must have a Unique Entity Identifier (UEI) and active registration on SAM.gov, although individuals are exempt from these requirements. Applicants can only submit one proposal per organization. Applications must be submitted in English and in compliance with detailed formatting and content requirements. Required documents include application forms (SF-424 series), a detailed proposal of up to 10 pages, a budget narrative, CVs for key personnel, letters of support, and other relevant attachments. Proposals are reviewed based on quality, feasibility, organizational capacity, impact, budget realism, monitoring, sustainability, and support for equity and underserved communities. The APS outlines a structured review and selection process, with three proposal cycles and specific review and award timelines. Applicants may submit questions via email and can attend scheduled Zoom information sessions on several dates from November 2024 to May 2025. Proposals must be submitted via www.grants.gov or by email to maputopdproposals@state.gov. Award notifications and disbursements will follow approval by a grants officer, and recipients must use form SF-270 for reimbursement requests. Awardees will also be subject to standard reporting and compliance requirements.
