Kentucky Opioid Abatement - Treatment Recovery
This funding opportunity provides financial support to organizations and local governments in Kentucky to improve access to treatment and recovery services for individuals struggling with Opioid Use Disorder and related issues.
The Kentucky Opioid Abatement Advisory Commission (KYOAAC), operating through the Kentucky Office of the Attorney General, administers settlement funds allocated to combat the opioid crisis across the Commonwealth. Established in 2021, the Commission comprises 11 members and follows national best practices in funding allocation, emphasizing saving lives, evidence-based interventions, youth prevention, equitable distribution, and transparency. The Treatment & Recovery grant program is one of KYOAAC’s primary mechanisms to distribute funds recovered from litigation against opioid manufacturers and distributors. This funding opportunity is intended to support efforts that address the opioid epidemic by enhancing access to treatment and recovery services. Specifically, funds must be used to serve individuals diagnosed with Opioid Use Disorder (OUD), including those with co-occurring mental illness or polysubstance use. Eligible applicants include any organization—non-profit or for-profit—that is in good standing with the Kentucky Secretary of State, as well as counties, cities, towns, and other local government entities. Organizations must submit proposals through the Intelligrants (IGX) portal during the designated application window. Projects under the Treatment & Recovery category should focus on linking individuals to treatment and helping them remain engaged in recovery. Priority areas include addressing service gaps, implementing supportive housing or employment initiatives, expanding the use of Medication for Opioid Use Disorder (MOUD), and strengthening recovery community centers. Proposals may also incorporate transportation support (excluding vehicle purchases), family-focused programming, and peer support. Collaboration is strongly encouraged, and documentation of partnerships is required for full consideration. Awards will be made up to a maximum of $1,000,000, with applicants allowed to choose either a 12-month or 24-month project period beginning no later than 90 days after contract execution in July 2026. While cost-sharing is not required, applicants are encouraged to disclose additional or matching funding to demonstrate sustainability. Applications will be reviewed by Commission members, and decisions will be based on a majority vote. Supplanting of existing funding is discouraged, and repeat applicants from prior rounds must reduce their ask by 25% of their previous award. Applications must be submitted by 5 p.m. EST on December 19, 2025. The application portal opens on October 15, 2025. Prior to submission, all new applicants must request IGX credentials by contacting the designated staff member. Final award notifications will be issued in April 2026. All funded organizations are expected to comply with state reporting requirements and participate in evaluations. Notably, funding may not be used for land purchases, construction, or vehicle acquisition.
