Learning Collaborative for HIV Oral Health and Primary Care Integration

The Learning Collaborative for HIV Oral Health and Primary Care Integration (HRSA-25-103) is a funding opportunity administered by the HIV/AIDS Bureau within the Health Resources and Services Administration (HRSA). This cooperative agreement falls under the Ryan White HIV/AIDS Program (RWHAP) Part F Community-Based Dental Partnership Program (CBDPP). The overarching aim is to improve access to oral health care for low-income individuals with HIV by supporting education and clinical training for dental providers in community-based settings. The cooperative agreement will establish a 24-month learning collaborative (LC) designed to disseminate innovative practices and promote integration of oral health and HIV primary care services. HRSA intends to award $600,000 to a single organization to implement and manage this national virtual learning collaborative. Eligible applicants include public or nonprofit private entities, institutions of higher education, and academic health centers engaged in HIV-related work. The program supports dental schools, dental hygiene programs, hospitals, and institutions that offer postdoctoral dental training or general practice residency programs. Applicants must develop a virtual learning collaborative guided by the Extension for Community Health Outcomes (ECHO) model. The focus areas of the LC include community-based dental education, integration of oral health and HIV primary care, and support for dental leadership in HIV care. Key responsibilities of the cooperative agreement recipient include organizing and facilitating virtual LC sessions, recruiting subject matter experts, securing continuing dental education (CDE) credits, and disseminating findings and best practices through webinars and publications. Additional requirements include managing a comprehensive dissemination strategy using the TargetHIV website and submitting a final report outlining sustainability plans from participants. HRSA will maintain an active role in shaping the program, including involvement in planning, strategy development, evaluation, and dissemination of outcomes. The funding opportunity opened on July 1, 2025, with applications due by August 12, 2025, at 11:59 p.m. Eastern Time. Awards are expected to be announced and projects launched by September 30, 2025. An informational webinar will be held on July 15, 2025. There is no cost-sharing requirement, and organizations may only submit one application. The project period runs from September 30, 2025, through September 29, 2027. HRSA will consider applications that demonstrate strong organizational capacity, comprehensive evaluation plans, and innovative strategies for collaborative learning and technical assistance. Applications must include a detailed project narrative, budget justification, biographical sketches, work plan, and other required attachments. Evaluation will be based on six criteria: need, response, performance evaluation, impact, resources and capabilities, and support requested. Applications must demonstrate alignment with RWHAP goals, including viral suppression, interprofessional training, and equitable service access for people with HIV.
