Grant Description

The Health Resources and Services Administration (HRSA), under the U.S. Department of Health and Human Services, is offering a cooperative agreement opportunity through its HIV/AIDS Bureau (HAB), Division of Community HIV/AIDS Programs. The opportunity is titled “Learning Collaborative for HIV Oral Health and Primary Care Integration” and is administered through the Ryan White HIV/AIDS Program (RWHAP) Part F Community-Based Dental Partnership Program (CBDPP). The primary objective is to enhance access to oral health care for low-income individuals with HIV, while also expanding educational and training opportunities for dental professionals in community-based settings. This initiative seeks to build workforce capacity, promote integration between oral health and HIV primary care, and support leadership development among dental providers focused on HIV care. This cooperative agreement funds a 24-month Learning Collaborative (LC) to facilitate virtual peer learning and technical assistance among staff of CBDPP grant recipients. Participating institutions include dental schools, accredited dental education programs, hospitals, and institutions offering postdoctoral training in dental specialties. Participants include project directors, program coordinators, community-based partners, and students or providers in dental health fields. The LC will utilize the ECHO model to deliver education and training in three core areas: community-based dental education, integration of oral health and HIV primary care, and support for community-based dental leaders. HRSA intends to allocate $600,000 in total funding for fiscal year 2025, issuing one cooperative agreement award for a two-year period of performance. Funding is contingent upon annual congressional appropriations and successful program performance. The period of performance will begin on September 30, 2025, and end on August 31, 2027. Eligible applicants include public or nonprofit private entities, academic institutions, and for-profit organizations. Applicants must demonstrate their experience in interprofessional collaboration, knowledge of HIV and oral health integration, and capacity to implement a comprehensive virtual learning program. Applications must be submitted through Grants.gov by 11:59 p.m. Eastern Time on August 12, 2025. Prior to applying, organizations must ensure registration with SAM.gov and Grants.gov is active and up to date. A pre-application informational webinar will be held on July 15, 2025. Required components include a project abstract, project narrative, budget narrative, biographical sketches, staffing plan, detailed work plan, and documentation supporting eligibility for a funding preference, if applicable. Key staff must be identified with relevant qualifications and commitment to the project. Required attachments also include proof of nonprofit status (if applicable), indirect cost rate agreements, and organizational charts. Evaluation criteria are divided across six areas: Need (15 points), Response (30 points), Performance Reporting and Evaluation (15 points), Impact (15 points), Resources and Capabilities (15 points), and Support Requested (10 points). Applications will undergo a merit review, and funding decisions will consider score, geographic distribution, and HRSA portfolio balance. The grant may not be used for clinical services, housing, research, or certain restricted activities, as defined in the funding policies.
