Nonprofit Security Grant Program

The Nonprofit Security Grant Program (NSGP), administered by the Federal Emergency Management Agency (FEMA) under the U.S. Department of Homeland Security (DHS), aims to strengthen the physical security of nonprofit organizations at high risk of terrorist attacks. In 2024, the Biden-Harris Administration secured a historic total of $664 million for this program—more than doubling the previous year's funding—to address the increasing threats against faith-based institutions and nonprofits. On October 1, 2024, DHS announced the second tranche of $210 million in additional NSGP funding, part of the $390 million allocated in the fiscal year 2024 National Security Supplemental. This funding is intended to enable faith-based and nonprofit institutions to implement protective measures such as security cameras, access control systems, alert systems, improved lighting, gates, and staff security training. Eligible applicants include nonprofit organizations—particularly faith-based institutions, religious schools, community centers, and other similar entities—that face credible threats or have a demonstrated need for enhanced physical security. The NSGP prioritizes applicants at high risk of targeted violence and aims to reduce vulnerability through capacity-building and protective infrastructure improvements. While specific eligibility and application guidelines will be detailed in the Notice of Funding Opportunity (NOFO) expected to be published in late October 2024, potential applicants are encouraged to begin preparing their materials in alignment with past NOFO criteria. These typically include detailed vulnerability assessments, investment justifications, and budgets for proposed security enhancements. DHS supports this program with extensive outreach through the Center for Faith-Based and Neighborhood Partnerships, sharing resources with over 70,000 faith partners, and offering workshops, security assessments, and consultation services.
