The Senior Medicare Patrol (SMP) Resource Center grant opportunity, released by the Administration for Community Living (ACL) under the U.S. Department of Health and Human Services, is aimed at supporting a centralized national effort to protect Medicare beneficiaries from fraud, abuse, and errors. ACL is seeking one grantee to establish and operate the SMP Resource Center (SMPRC), which will provide critical training, technical assistance, and outreach materials to the 54 SMP projects currently operating across all U.S. states, the District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands. The SMPRC will function as a national technical resource, offering educational support, workforce development, performance improvement, and collaboration initiatives to strengthen the reach and efficacy of the broader SMP network. The purpose of this funding is to support the SMP programโs core mission of educating Medicare beneficiaries, caregivers, and families on how to prevent, detect, and report health care fraud and abuse. The SMPRC is expected to enhance operational excellence across the SMP network by providing materials and tools, implementing communication strategies, fostering peer learning, supporting workforce training, and piloting innovative technology for outreach. In the first year, an additional $500,000 is available to support technology pilots that explore new communication strategies for fraud prevention messaging. The SMPRC will address four primary strategic themes: (1) team member and enrollee education, (2) workforce development, (3) operational excellence, and (4) innovation and partnership. These themes will guide the development of standardized resources, technical assistance, and training designed to maintain consistency across all state projects. Responsibilities include updating and disseminating training materials, maintaining a resource-rich website, supporting case management via data systems, and coordinating outreach with other national resource centers. The SMPRC must also produce a regular newsletter and manage a national toll-free number to connect individuals to their local SMP. Eligible applicants include domestic public or private non-profit entities such as state and local governments, Indian tribal governments and organizations, institutions of higher education, community-based organizations, hospitals, and faith-based organizations. There is no cost sharing or matching requirement for this opportunity, though voluntary contributions may be included and will be monitored if accepted into the award. Applications must be submitted electronically through Grants.gov by July 30, 2025, at 11:59 PM Eastern Time. A non-mandatory Letter of Intent is due by July 10, 2025. The anticipated award date is on or before September 1, 2025. The award will be issued as a cooperative agreement with a total project period of three years. ACL plans to provide $1,500,000 in the first year, including $500,000 for technology pilot activities, and $1,000,000 in each of the two subsequent years, contingent on the availability of funds. ACL will remain substantially involved in the implementation of the project through regular consultations, review of deliverables, and ongoing technical support. Applicants must demonstrate deep knowledge of Medicare and SMP programming, experience working with aging and public health agencies, proven team member management skills, and organizational capacity to support all 54 SMP grantees. The application must include a project narrative of no more than 20 pages, a detailed budget narrative for each year of funding, letters of commitment, and staff resumes.
