Basic and Economic Infrastructure Grants
This program provides funding to local governments and public service entities in South Carolina for improving essential water, sewer, and stormwater infrastructure to promote public health and economic growth.
The South Carolina Rural Infrastructure Authority (RIA) offers the FY26 Basic and Economic Infrastructure Grant Program to support local governments and public service entities in enhancing water, sewer, and stormwater infrastructure. This program is designed to assist in the construction, expansion, and improvement of essential public infrastructure that promotes public health, environmental protection, and economic vitality across the state. Applicants eligible for this grant include local governments, public service and special purpose districts, and public works commissions. While not-for-profit water/sewer providers are not eligible to apply directly, they may receive funding through partnerships with eligible public entities. Projects must focus on water, wastewater, or stormwater construction activities. Although RIA prioritizes projects that upgrade existing infrastructure, extensions and new construction are also eligible. Applicants must be responsible for all non-construction-related costs, including planning, engineering, acquisition, and legal fees. A notable requirement for Basic and Economic Infrastructure grants is the match requirement. Applicants located in Tier I or Tier II counties, as defined by the South Carolina Department of Revenue, must provide at least 25% of the construction costs as matching funds. This requirement is visually represented in the FY25β26 county map: counties shaded in blue are subject to the match, while those in gray (Tier III or IV) are exempt. Regional Planning grants, which assess shared infrastructure needs and feasibility, do not require matching funds. The grant application window has two deadlines: September 15, 2025, and March 23, 2026. Applicants must submit both an electronic and hard copy of the signed application form, along with a complete set of attachments. Electronic files should be emailed to info@ria.sc.gov, and physical copies must be received by 5:00 PM on the deadline date. Submission materials include a two-page application, project narrative, cost estimate, maps, viability documentation, and letters of financial commitment. Awarded grants will fund only construction-related costs, and grantees must adhere to a 24-month performance period. Applications will be evaluated on the severity of need, feasibility of the solution, potential for regional impact, environmental and public health outcomes, and economic competitiveness. RIA provides ongoing technical assistance and recommends early engagement with staff to ensure compliance and competitiveness.
