Target Range Grant Program
This program provides funding to local governments, nonprofits, and commercial entities in Louisiana to develop and improve public shooting facilities, ensuring safe and accessible spaces for firearms education and use.
The Louisiana Department of Wildlife and Fisheries (LDWF) administers the Target Range Grant Program through the Wildlife Restoration Program Fund under the Federal Aid in Wildlife Restoration Act. This program is funded by federal excise taxes on the sale of firearms and archery equipment. It aims to support the development, expansion, and improvement of safe, accessible public shooting facilities across Louisiana. The program provides two types of funding: Planning and Development Grants with a maximum award of $250,000, and Construction and Equipment Grants with a maximum award of $1,500,000. All funding is provided on a reimbursement basis, covering up to 90% of eligible project costs. Sponsors must contribute at least 10% in matching funds. Eligible expenses include design and engineering services, construction labor and materials, environmental assessments, and equipment rental. Applicants must be local governmental entities, nonprofit organizations, or commercial entities operating within Louisiana. To qualify, sponsors must demonstrate full legal control of the proposed development site through ownership, easement, or lease. Proposed sites must be dedicated to public access and use for the duration of the facility's useful life. New range projects must include a classroom component for hunter and firearms education. Applications are accepted annually between April 1 and July 1 via LDWFโs online portal. Required documentation includes a project description, proof of site control, location maps, site photos, preliminary or final construction drawings, a detailed budget narrative, and relevant assurance forms. Planning grants require political subdivision support letters, while construction grants require public notification in an official parish journal. Project selection is conducted by a scoring committee composed of LDWF staff and external partners. Scoring is based on project quality, geographic distribution, and readiness. Sponsors offering more than the required match receive additional points. All selected projects must undergo environmental and cultural reviews and secure necessary permits before construction begins.
