The FY25 Department of the Navy (DON) Science, Technology, Engineering, and Mathematics (STEM) Education and Workforce Program, announced under ONR funding opportunity number N0001425SF003, is administered by the Office of Naval Research (ONR). Evaluation criteria include alignment with the Navyโs mission, scientific and technical merit, and the project's potential for sustainability beyond the grant period. Selected proposals will be notified by December 12, 2025, with an anticipated project start date of February 1, 2026. All application forms must comply with 2 CFR 200 and be submitted electronically through Grants.gov following the outlined procedures. Eligibility is open to all responsible sources from academia, nonprofits, and industry (excluding foreign entities, FFRDCs, and most federal labs). University Affiliated Research Centers may apply unless restricted by existing DoD contracts. Applicants must be registered in the System for Award Management (SAM) and comply with specific national security and disclosure requirements. Although cost sharing is not required, voluntary contributions may be considered. Funding restrictions are in place related to telecommunications and equipment procurement per NDAA Section 889. Disclosures of current and pending support made in this application may render an applicant ineligible for funding. Prior to award and throughout the period of performance, DoD may continue to request updated continuing and pending support information, which will be reviewed and may result in discontinuation of funding.All responsible sources from academia, non-profit, and industry (for-profit) organizations may submit white papers under this NOFO. Foreign entities will not be considered.Federally Funded Research Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this NOFO. However, teaming arrangements between FFRDCs and eligible principal applicants are allowed so long as they are permitted under the sponsoring agreement between the Government and the specific FFRDC.Navy laboratories, military universities, and warfare centers as well as other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this NOFO and must not submit either white papers or applications in response to this NOFO. University Affiliated Research Centers (UARC) are eligible to submit white papers under this NOFO unless precluded from doing so by their Department of Defense UARC contract.Limitations on Number of Applications There is no limitation on the number of applications an applicant (organization) may submit under the announcement.
