The City of Mountain View has relaunched its Community for All Grant Program for 2025 as part of its long-standing strategic commitment to protecting vulnerable populations and preserving socioeconomic and cultural diversity. Originally initiated in 2018, the grant program aligns with the City Council’s 2017 adoption of the “Community for All” strategic priority. This priority includes specific support for immigrant and mixed-status families by funding efforts that improve access to community resources and promote inclusivity.
For 2025, the City Council approved a mid-year funding allocation of $100,000 for the program, with individual grant awards capped at $10,000. Funding is available to support nonprofit organizations and community-based associations (with appropriate fiscal sponsorship) that are active in Mountain View. All proposed projects must occur within city limits and directly benefit Mountain View residents. The funding cycle covers a 12-month implementation period beginning in June 2025 and ending in June 2026. All grant funds must be used by June 30, 2026.
Applications must be submitted between April 28, 2025, and May 16, 2025, via the ZoomGrants platform. The program operates on a reimbursement basis and disburses payments in two six-month reporting periods: July to December 2025, and January to June 2026. Applicants must submit receipts for eligible expenses during each period to receive reimbursements. A final written report including simple metrics and photo documentation (if applicable) is required at the end of the grant cycle.
Eligible applicants must be nonprofit 501(c)(3) organizations or community-based associations with 501(c)(3) fiscal sponsorship that serve Mountain View residents. Proposals must focus on improving access to information for immigrant communities, building inclusive environments, or both. Projects involving political activities, lobbying, marketing, or fundraising are ineligible, as are those seeking funds for alcohol or application preparation costs.
The selection process will be overseen by City staff, who will review each application for completeness and alignment with program goals. Evaluation criteria include project impact, benefit to the community, alignment with City values, and the feasibility and quality of project design. The application process is competitive and final decisions rest with the City.
