The U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP) has announced the Technology Gateway Program (TECHGATE) under funding opportunity number DFOP0017381. This program seeks to establish a large-scale digital technology and knowledge transfer initiative designed to incentivize foreign governments to adopt trusted and American digital technology solutions. The program aligns with U.S. foreign policy and national security interests by reducing reliance on subsidized and potentially insecure foreign technology, particularly from China. CDP anticipates awarding one cooperative agreement of up to $25 million, subject to the availability of funds, with a period of performance of thirty-six months and possible continuation amendments extending to fifty-four months. TECHGATE’s primary objective is to streamline the transfer of commercial off-the-shelf cyber and digital technologies to foreign partners while providing them with comprehensive support for procurement, deployment, and integration. The program will assist eligible foreign recipients in requirements identification, procurement logistics, deployment, and system configuration, accompanied by training and knowledge transfer. The intended outcomes are threefold: short-term access to trusted technology and infrastructure, medium-term growth in procurement capacity and network security, and long-term adoption of reliable technologies. Program categories include hardware, networking equipment, cybersecurity solutions, telecommunications infrastructure, and artificial intelligence enablement. Eligible applicants for this program include U.S.-based nonprofit organizations with 501(c)(3) or 501(c)(6) tax status, as well as U.S.-based for-profit businesses. Individuals are not eligible. Applicants may propose consortiums or partnerships to strengthen technical and logistical capabilities. The selected implementer must demonstrate expertise in technology procurement, contracting, deployment, logistics, and sustainability planning. They must remain supplier-agnostic and cannot sell their own products through the program without written approval from the CDP Grants Officer. Foreign government recipients will be identified by CDP and may include civilian agencies, critical infrastructure operators, and in some cases, security or military institutions with special approval. Applications must be submitted through Grants.gov or SAMS/MyGrants by 11:59 PM ET on August 25, 2025. A pre-submission question deadline is set for July 25, 2025. Required submission materials include standard federal forms (SF-424 series), a project proposal of no more than twenty-seven pages following a provided template, a detailed budget and narrative, letters of support where applicable, and financial audits or explanations of their absence. If indirect costs are included, applicants must also provide a Negotiated Indirect Cost Rate Agreement (NICRA) letter, where applicable. Applications missing required documents will be deemed ineligible. Evaluation will be based on quality of project design, organizational capacity, planning feasibility, monitoring and evaluation methodology, budget justification, and sustainability of impact. Proposals must demonstrate administrative and technical capacity, adherence to best practices, and readiness to manage complex projects with global reach. CDP will give preference to applicants with strong past performance in international digital or cybersecurity projects. Applications will be scored on a 100-point scale, with organizational capacity and planning weighted most heavily. Following submission, the review process will include a technical eligibility review and a merit review panel evaluation. The CDP Senior Level Official holds final selection authority. Award notification is expected in September 2025, pending congressional notification, system registration, and other required documentation. CDP anticipates significant involvement in program oversight, including approval of work plans, budgets, and partnerships. The program requires quarterly narrative and financial reporting, participant feedback collection, success stories, and a final report within 120 days of program completion.
