Grant Description

The Bureau of Justice Assistance (BJA), a component of the U.S. Department of Justice’s Office of Justice Programs, is offering a funding opportunity through the Adult Treatment Court (ATC) Program. This initiative is grounded in BJA’s mission to support efforts that strengthen public safety, reduce recidivism, and assist individuals affected by substance use disorders (SUDs) who are involved in the criminal justice system. The program aims to integrate evidence-based treatment for substance abuse with judicial supervision and supportive services, providing a structured and rehabilitative approach to criminal justice intervention. The ATC Program supports three funding categories: Planning and Implementation, Enhancement, and Statewide support. Category 1 is designed for jurisdictions seeking to launch a new treatment court and includes a required 6-month planning phase. Category 2 targets jurisdictions with operational ATCs that are looking to expand services, improve operations, or enhance treatment access. Category 3 is geared toward state-level applicants seeking to develop or enhance treatment court systems at scale, including launching new courts, training staff, and implementing systemic improvements. Awards will fund projects that deliver core services such as behavioral health treatment, case management, judicial supervision, and supportive wraparound services including transitional housing, peer recovery, and employment services. BJA requires mandatory drug testing and the use of sanctions and incentives, while also prohibiting use of funds to serve individuals classified as violent offenders under federal statute. Programs must be compliant with the Controlled Substances Act and may not use funds to support activities in violation of federal civil rights or immigration laws. The program requires a cost-sharing match of 25% of the total project cost, which may be provided in cash or in-kind contributions. A waiver can be requested if applicants face fiscal hardship. The total funding available under this opportunity is approximately $48.7 million, with anticipated ceilings of $950,000 for Category 1, $1 million for Category 2, and $2.5 million for Category 3. Each award will span a 48-month period, with expected start dates of October 1, 2025. Applicants must follow a two-step submission process. First, the SF-424 form must be submitted via Grants.gov by April 27, 2026, at 11:59 p.m. ET. Next, the complete application must be submitted through JustGrants by May 4, 2026, at 8:59 p.m. ET. No pre-application concept paper or LOI is required. Applications must include standard forms, a project narrative, budget, MOUs (where applicable), and potentially letters of support. The application must demonstrate how the treatment court will ensure timely entry into the program, prioritize high-risk/high-need individuals, and provide comprehensive access to evidence-based treatment. Eligible applicants vary by category. Local and tribal governments can apply for Categories 1 and 2, while Category 3 is reserved for state agencies. Applicants must demonstrate authority to operate a treatment court and show coordination with key partners. BJA will prioritize projects that support law enforcement, reduce violent crime, protect children and trafficking victims, and assist American citizens. Applications are reviewed based on need, goals, design, capabilities, sustainability, and budget. Final award decisions rest with the Assistant Attorney General and awards may be continued in future years subject to performance and available funds.
