Carl D. Stearns Preservation & Restoration Grant

Cazenovia Heritage, a nonprofit organization deeply rooted in the historic Town and Village of Cazenovia, New York, has established the Carl D. Stearns Preservation & Restoration Grant to support residents seeking to restore and protect historic architectural features of their homes. As a grassroots effort, the organization emphasizes the preservation of the community’s unique architectural character and heritage. The grant program is intended to address the limited funding options available to private homeowners, particularly for preserving aging residential properties with historical value. The grant program offers awards of up to $2,500 through a competitive application process. Homeowners can apply starting February 1, with a submission deadline of March 15. The grant is open to residential properties over 50 years old located within the Village or Town of Cazenovia. Applications must propose projects that have not already been completed, with funding issued only upon project completion and submission of receipts. Successful applicants will be notified of awards no later than April 30 by the Board of Directors of Cazenovia Heritage, based on recommendations from a selection committee that may include both board members and local preservation professionals. Eligible projects include the restoration or repair of exterior and interior architectural features that contribute to the historic integrity of the structure. Examples include painting, masonry repointing, repair of moldings, windows, or porches, and the removal of historically inappropriate modifications. Interior work is allowed only if it impacts the building’s historic integrity. Ineligible activities include general modernization, plumbing or electrical upgrades, vinyl/aluminum siding over repairable wood siding, or minor roof/chimney repairs unless those elements are significant design features. Grant funds are disbursed as reimbursements, requiring grantees to submit documentation of labor and material costs after the project is completed. All projects must be finalized within 18 months of grant approval, with final reports and photographs due within 30 days of completion. Cazenovia Heritage may also request interim updates depending on the project’s size or complexity. If a project exceeds 18 months without completion, a progress report is required. Special requirements apply for properties located in the Village Historic District. These properties must secure review and approval from the Historic Preservation Commission before beginning work. In addition, applicants receiving $600 or more must complete IRS tax forms and may be issued a 1099-MISC, as required by federal tax law. Grantees are responsible for reporting this income. Applications are evaluated based on their contribution to the historic integrity of the structure, historical appropriateness, and visual compatibility with the neighborhood. Preference is given to applicants who have not received other grants for the same project. The selection committee reserves the right to request additional documentation, and all awards are contingent on the use of qualified contractors with appropriate restoration experience.
