Grant Description

The Local Small Business Expanded Repair/Restore Grant Program, administered by Prosper Portland, offers financial assistance of up to $25,000 to small businesses in Portland affected by break-ins or vandalism. The grant program reimburses eligible expenses to help businesses remain operational and sustain the vitality of Portland’s street environment. Applications are open until December 31, 2024. To qualify, applicants must have a City of Portland business license and State of Oregon business registration, operate a ground-floor customer-facing business with 50 or fewer employees, maintain consistent hours, and have experienced physical damage or made preventative improvements since March 1, 2024. Eligible entities include storefront businesses, food carts, and nonprofits operating on the ground floor. Businesses that have received previous grants from Prosper Portland are also eligible. Grant funds may be used for repairs such as replacing windows, doors, or signage; graffiti removal; security system upgrades; and preventative measures like scissor gates, security lighting, and cameras. Reimbursement is also available for insurance premium increases due to vandalism. However, expenses like inventory replacement, lost wages, or damages covered by insurance claims are ineligible. Mural repairs are eligible only if completed by an eligible business, and a clear coat for protection post-repair is considered reimbursable. Applicants must submit invoices, proof of payment, photos of damage and repairs, a police report (if applicable), business registrations, a W-9 form, and additional documentation. Prosper Portland evaluates applications as they are submitted and reserves the right to determine the eligibility of all work. Successful applicants will have 28 days from their approval email to submit required materials. Eligibility To be eligible, the applicant must: Have a current City of Portland business license and State of Oregon business registration; Operate a small business in an occupied ground floor location, which conducts in-person, customer-facing business (including food carts) within the city of Portland; Have 50 or fewer employees; Maintain consistent hours of operation; and Have sustained physical damage due to break-ins or vandalism OR have taken steps to prevent such damage, as described in the Eligible Expenses section, below. Examples of eligible entities include: Local small businesses and non-profit organizations occupying a ground floor storefront, either as tenants or owner-occupied businesses/non-profit Mobile or Stationary food cart owners or tenants Businesses which have previously received Prosperity Investment Program, Community Livability Grants, or Restore Grants from Prosper Portland are eligible to apply.
