Grant Description

The Virginia Department of Rail and Public Transportation (DRPT) administers the Human Services Grant Program, which is designed to enhance the mobility of seniors aged 65 and older and individuals with disabilities. This program is funded through the Federal Transit Administration Section 5310 and aims to support a variety of transportation-related projects. These include capital projects for vehicle fleet replacement or expansion, mobility management projects to coordinate transportation services, and operating projects to provide new transportation services. Additional capital projects may also be funded to support programs serving the eligible populations. The grant program is divided into several components. The Traditional Capital component focuses on providing accessible vehicles for programs that transport seniors and individuals with disabilities. Successful applicants will work with the state’s vendor to order vehicles from a designated program menu, as funding is not provided for agencies to purchase or retrofit their own vehicles. The Mobility Management component emphasizes coordination between public transportation providers and human service agencies to enhance access to transportation, although it does not cover operating costs. The Operating component supports the delivery of new transportation services for seniors and individuals with disabilities, ensuring these services are outside the applicant organization's existing mission. After addressing the primary needs of traditional capital, mobility management, and operating projects, funding may be available for other capital projects. These projects must be pre-approved and can include the purchase of fare collection or dispatch systems, capital ADA improvements, or computer hardware and software. It is important for applicants to note that funding is not provided for existing services or those services that an organization is primarily created to provide. Applications for this grant program are accepted through DRPT’s WebGrants portal, which also facilitates the submission of reimbursement requests, grant management, and performance reporting. Applications open on December 1 and close on February 1. Applicants are encouraged to review the FY26 5310 Guidance and Procedures and the 2022 Coordinated Human Services Mobility (CHSM) Plan for detailed information on the application timeline, goals, eligibility requirements, and eligible expenses. Eligibility for the grant program is typically extended to organizations that provide transportation services to seniors and individuals with disabilities. The application process requires a clear demonstration of how the proposed project will enhance mobility for these populations. Applicants must also ensure that their proposed projects align with the goals and objectives outlined in the CHSM Plan. For further assistance or inquiries, applicants are encouraged to contact the DRPT through their official website. The DRPT provides resources and support to ensure that applicants have a comprehensive understanding of the grant requirements and application process.
