The purpose of this funding is to enhance the state’s response to HIV by supporting early intervention services (EIS), which include a combination of testing, outreach, and educational activities. EIS aims to identify individuals unaware of their HIV status, facilitate access to care, and ensure linkage to preventive services such as PrEP/PEP. The application process requires submission through the Grants Management Information System (GMIS) by 4:00 p.m. ET on January 12, 2026. Faxed, mailed, or hand-delivered applications are not accepted. Applicants must include a program narrative, a budget and budget narrative, an updated work plan, and a progress report. Additional required documentation includes a Civil Rights Review Questionnaire, audit reports, and assurances acknowledgments. Non-profit applicants must provide liability coverage and current 501(c)(3) documentation. All subrecipients must also complete the Federal Funding Accountability and Transparency Act (FFATA) form and maintain supplier information in the state portal to ensure eligibility for payments. Grants will cover the performance period from April 1, 2026, through March 31, 2027, which is the third year of a four-year project period ending in 2028. The program is recurring, with annual solicitations expected through the duration of the project period. Required reporting includes an interim program report due October 31, 2026, a final annual report by April 30, 2027, and monthly/quarterly financial expenditure reports starting May 10, 2026, and concluding April 10, 2027. Final expenditure reports must be submitted by May 5, 2027. Submissions and approvals via GMIS serve as formal acknowledgment of compliance with OGAPP rules.
